About this opportunity

The United States Air Force Test Center (AFTC/PZZC) at Eglin Air Force Base, Florida has published a Notice of Contract Action (NOCA) announcing its intent to award a sole source contract to Santa Barbara Infrared Inc. (SBIR) for the procurement and installation of two custom infrared scene projector windows. This special notice, posted on February 24, 2026, serves as public notification of the government's plan to proceed with a single-source acquisition under FAR 13.106-1(b)(1), which permits non-competitive procurement when only one responsible source can satisfy agency requirements. The windows will replace existing components on two OASIS 512 Projection Emitter Modules at the Guided Weapon Evaluation Facility. The estimated contract value is $50,000, falling within the simplified acquisition threshold. This action demonstrates the Air Force's determination that SBIR possesses unique capabilities necessary for this specialized requirement.

The primary objective of this acquisition is to develop a new test capability to support customer Hardware-in-the-Loop Infrared Countermeasures Testing and Evaluation requirements by installing custom windows with narrower transmission coatings on the OASIS 512 systems. Interested parties must submit responses via email to Contract Specialist Logan Deming and Contracting Officer Amanda Jardine with the subject line referencing notice number F1T0EB5260A101 no later than 1300 hours on March 11, 2026, with anticipated contract award on April 14, 2026. The Air Force has determined that SBIR is the sole source capable of safely integrating the custom windows due to its ownership of patented emitter array technology and the critical risk that improper installation could cause vacuum leaks and emitter array contamination. While this is a sole source procurement, any contractor may submit comments or information for consideration, though the government assumes no obligation to provide reimbursement for submission costs or to offer feedback. To prevent future sole-source awards, the contract will include a deliverable requiring SBIR to provide comprehensive window specifications and installation documentation for potential future competitive procurement.

Notice Reference Number: F1T0EB5260A101 – NOCA Custom Infrared Scene Projector Windows

This is a notice of contract action (NOCA).  This is not a solicitation or a Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZZC will take procurement action in the matter. No reimbursement will be made for any costs associated with providing information in response to this NOCA or any follow-up information requests.

The United States Air Force Test Center/Enterprise Services and Innovative Solutions (AFTC/PZZC), Eglin AFB, FL intends to issue a sole source contract to Santa Barbara Infrared Inc. (SBIR) for acquisition of the custom Infrared Scene Projector Windows.

This acquisition is conducted under the authority of FAR 13.106-1(b)(1). Soliciting from a single source for purchases not exceeding the simplified acquisition threshold. Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Only one responsible source and no other supplies or services will satisfy agency requirements. This authority allows other than full and open competition when the supplies or services requested by an agency are available from only one responsible source.

The GWEF has a requirement to procure and install two custom windows to replace the as delivered windows for two OASIS 512 PEMs to be used at the GWEF, 782 Test Squadron/RNWG, Eglin AFB, FL.  The two modified OASIS 512 PEMs will be used to develop a new test capability to address customer HITL IRCM T&E requirements. The new custom windows must have the same physical specifications (glass type, dimensions, etc.) but require a different (narrower) transmission coating than the as delivered window broad band coating. If there is significant physical variance or if the window replacement is done incorrectly this will cause vacuum leaks causing the resistive arrays to fail and could contaminate the emitter array making it unusable.

It is recommended to obtain a solution to this requirement from SBIR. This requirement is to proceed as a single source acquisition due to vendors not being capable of fulfilling the requirement. As a result, it has been determined to be in the best interest of the Government to proceed with a single source acquisition to SBIR, the vendor for this custom Infrared Scene Projectors Windows requirement.

The anticipated contract award date is 14 April 2026.  Any responses to this NOCA shall include the subject line “F1T0EB5260A101 – NOCA Custom Infrared Scene Projector Windows” and be submitted to Logan Deming, Contract Specialist, Email: logan.deming@us.af.mil and to the Contracting Officer Amanda Jardine at amanda.jardine.1@us.af.mil no later than 1300 on 11 March 2026.
