About this file
This is a Notice of Contract Action (NOCA) for a sole source procurement by the United States Air Force Test Center/Enterprise Services and Innovative Solutions (AFTC/PZZC) at Eglin AFB, Florida. The Air Force intends to award a sole source contract to Santa Barbara Infrared Inc. (SBIR) for the acquisition and installation of two custom infrared scene projector windows. The windows will replace the as-delivered windows on two OASIS 512 PEMs at the Ground-Based Warfare Effects Facility (GWEF), 782 Test Squadron/RNWG, Eglin AFB, and will support the development of a new test capability for customer HITL IRCM T&E requirements. The custom windows must maintain the same physical specifications (glass type and dimensions) as the original components but require a narrower transmission coating instead of the standard broadband coating. The Air Force determined that only SBIR is capable of fulfilling this specialized requirement due to the critical nature of the windows and the risk of vacuum leaks, resistive array failure, and emitter array contamination if the replacement is executed incorrectly. The procurement authority is FAR 13.106-1(b)(1), allowing single source acquisition for purchases not exceeding the simplified acquisition threshold when only one responsible source is available.
Responses to this NOCA must include the subject line "F1T0EB5260A101 – NOCA Custom Infrared Scene Projector Windows" and be submitted via email to Logan Deming, Contract Specialist (logan.deming@us.af.mil) and Contracting Officer Amanda Jardine (amanda.jardine.1@us.af.mil) no later than 1300 hours on 11 March 2026. The anticipated contract award date is 14 April 2026. Responses are strictly voluntary and nonproprietary, with proprietary information to be clearly marked and protected. No classified information or telephone responses are permitted. The Government assumes no obligation to reimburse respondents for costs incurred and reserves the right to use submitted information for any legally appropriate purpose without providing feedback to respondents.

Notice Reference Number: F1T0EB5260A101 – NOCA Custom Infrared Scene Projector Windows
This is a notice of contract action (NOCA). This is not a solicitation or a Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZZC will take procurement action in the matter. No reimbursement will be made for any costs associated with providing information in response to this NOCA or any follow-up information requests.
The United States Air Force Test Center/Enterprise Services and Innovative Solutions (AFTC/PZZC), Eglin AFB, FL intends to issue a sole source contract to Santa Barbara Infrared Inc. (SBIR) for acquisition of the custom Infrared Scene Projector Windows.
This acquisition is conducted under the authority of FAR 13.106-1(b)(1). Soliciting from a single source for purchases not exceeding the simplified acquisition threshold. Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Only one responsible source and no other supplies or services will satisfy agency requirements. This authority allows other than full and open competition when the supplies or services requested by an agency are available from only one responsible source.
The GWEF has a requirement to procure and install two custom windows to replace the as delivered windows for two OASIS 512 PEMs to be used at the GWEF, 782 Test Squadron/RNWG, Eglin AFB, FL. The two modified OASIS 512 PEMs will be used to develop a new test capability to address customer HITL IRCM T&E requirements. The new custom windows must have the same physical specifications (glass type, dimensions, etc.) but require a different (narrower) transmission coating than the as delivered window broad band coating. If there is significant physical variance or if the window replacement is done incorrectly this will cause vacuum leaks causing the resistive arrays to fail and could contaminate the emitter array making it unusable.
It is recommended to obtain a solution to this requirement from SBIR. This requirement is to proceed as a single source acquisition due to vendors not being capable of fulfilling the requirement. As a result, it has been determined to be in the best interest of the Government to proceed with a single source acquisition to SBIR, the vendor for this custom Infrared Scene Projectors Windows requirement.
The anticipated contract award date is 14 April 2026. Any responses to this NOCA shall include the subject line “F1T0EB5260A101 – NOCA Custom Infrared Scene Projector Windows” and be submitted to Logan Deming, Contract Specialist, Email: logan.deming@us.af.mil and to the Contracting Officer Amanda Jardine at amanda.jardine.1@us.af.mil no later than 1300 on 11 March 2026.
