About this opportunity

Eglin Air Force Base intends to award a sole-source, firm fixed price contract to Monaco Enterprises, Inc. for technology upgrades and programmatic maintenance and integration (PMI) services to the Monaco system, which serves as the installation's primary Fire Alarm Reporting and Mass Notification System infrastructure; the notice of intent was posted August 26, 2026, with a capability statement submission deadline of September 10, 2026.

The upgrade addresses a non-negotiable cybersecurity compliance requirement: migration from end-of-life Windows operating systems to Windows 11 to satisfy Department of War Security Technical Implementation Guides (STIGs), retain the system's Authority to Operate (ATO), and maintain National Fire Protection Association (NFPA) and DoW life safety regulations for emergency response. The Air Force Test Center determined that Monaco Enterprises holds exclusive proprietary rights and original equipment manufacturer intellectual property to the required software, possesses sole capability to migrate Eglin's existing database while maintaining system warranties, and is the only source able to deliver RMF-compliant patches without critical downtime. Market research confirmed that alternative integrators cannot access Monaco's proprietary database, source code, or OEM licensing rights necessary for compliance.

Scope includes installation of Windows 11-compliant D-21 V2 alarm reporting software with automated database archiving and encrypted radio support for RID7000/RFM-X systems; hardware including rack-mount CPUs, KVM drawers, network switches, UPS backup, and monitors; decommissioning of legacy equipment; up to 4 hours of on-site operator training; and ongoing support comprising quarterly cleaning, software patching, security mitigation, database archiving, and D-21/EM Map updates across Fire Station 1, Fire Station 3, and the Alarm Shop.

Sources interested in responding must submit a capability statement including technical data and cost information by September 10, 2026.

Notice text

Eglin Air Force Base, FL intends to award a Single Source, Firm Fixed Price (FFP) contract as authorized by  Revolutionary Federal Acquisition Regulation Overhaul (RFO) 12.102(b) to Monaco Enterprises, Inc, 14820 East Sprague Ave, Spokane Valley, WA 99216

The Monaco Enterprise system serves as the primary infrastructure for the installation's Fire Alarm Reporting and Mass Notification System (MNS). Continuous, reliable operation of the Monaco system is required to meet National Fire Protection Association (NFPA) and Department of War (DoW) life safety regulations, ensuring rapid response to fire, medical, and security emergencies. Furthermore, DoW mandates that all Operational Technology (OT) and Information Technology (IT) systems run on supported operating systems to comply with current Security Technical Implementation Guides (STIGs). With previous Windows OS versions reaching EOL, upgrading to Windows 11 is a non-negotiable requirement to maintain a secure cybersecurity posture and retain the system's Authority to Operate (ATO).

Failure to secure and execute this technology update will result in severe, cascading mission impacts across multiple domains. For Cybersecurity & Compliance, this means revocation of the system's Authority to Operate (ATO); the Authorizing Official (AO) will be forced to quarantine the Monaco system from the DoW Information Network to prevent lateral vulnerabilities.

Market Research Assessment determined that Monaco Enterprises, Inc. is the best acquisition path and will be of the largest benefit to the Government. Pursuant to RFO 12.102(b) the Contracting Officer has determined that circumstances of the contract action deem only one source reasonably available.

This notice of intent is not a request for competitive proposals/quotes and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capability statements received by the due date of this notice will be considered by the Government.

A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.

Capability statements are due no later than Monday, 10 September 2026 by 12:00 PM Central Standard Time. Be advised that all correspondence sent via email shall contain subject line “Monaco Technology Upgrades & Base Year PMI Services.” It is the responsibility of the contractor to confirm receipt prior to the due date and time. Please send all correspondence to nicole.colbert@us.af.mil and lindsay.hartzog@us.af.mil.
