About this opportunity

The Department of the Air Force Air Combat Command has issued a Special Notice announcing their intent to award a contract for shock absorbing carpet systems to be installed at Child Development Centers at Joint Base Langley-Eustis, Virginia. This procurement is set aside for small businesses and involves the supply and installation of specialized safety carpet systems designed for childcare facilities. The notice was posted on August 25, 2025, with a response deadline of September 9, 2025. The contract covers work at two locations: the Madison Child Development Center requiring three units and the Pershing Child Development Center requiring six units, for a total of nine carpet system installations.

The primary objective is to enhance child safety in activity rooms through the installation of impact-absorbing carpet systems that meet stringent federal safety standards, including Air Force Civil Engineer specifications, US Consumer Products Safety Commission guidelines, and ASTM safety standards for playground surfaces. The carpet systems must provide critical fall height protection of at least 3 feet, contain anti-microbial properties, have zero volatile organic compounds, and include integrated moisture barriers with ADA-compliant tapered edges. Only small businesses are eligible to compete for this total small business set-aside opportunity. The contractor will be responsible for removing existing carpeting, surface preparation, installation of the new systems, and providing written warranties and installation documentation upon completion, with all work subject to on-site government inspection and acceptance.
