About this opportunity

The National Oceanic and Atmospheric Administration seeks to award multiple indefinite-delivery, indefinite-quantity contracts to provide hydrographic surveying services in support of nautical charting. Firms must submit Standard Form 330 responses by February 23, 2024 to be considered for one of six base IDIQ awards, with two reserved for small businesses. Evaluation criteria will include technical qualifications, specialized experience, capacity, past performance involving cost control and quality, and knowledge of U.S. waters. The combined maximum ordering value is $450 million over the five-year ordering period.

Two of the awards are reserved for small businesses under NAICS 541360 and PSC Q197. Current contractors include David Evans and Associates, Etrac, Fugro USA Marine, Geodynamics, Leidos, Ocean Surveys, and Terrasond. The requirement is for hydrographic surveying data collection within territorial waters of the United States over a base period of one year and four one-year options. Services must be performed using qualified personnel, vessels, and equipment that meet all regulatory and contract requirements.

The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office, Eastern Acquisition Division (EAD) on behalf of the National Ocean Service (NOS), Office of Coast Survey (OCS), Hydrographic Surveys Division (HSD) is seeking firms highly qualified to provide hydrographic surveying to support NOAA's mission to acquire hydrographic survey data to support the creation and maintenance of nautical charts.

This acquisition is being solicited on a full and open competition basis, with the anticipation of awarding six base IDIQ contract awards with two awards reserved for small businesses in accordance with Federal Acquisition Regulation (FAR) 19.503, Reserves. The Government plans to award a minimum of five contracts. This acquisition will be conducted in accordance with the procedures outlined in the Selection of Architects and Engineers Statute and FAR Subpart 36.6 for Architect-Engineer Services and will be on the basis of demonstrated competence and qualifications of prospective firms.
