STATEMENT OFWORK

HYDROGRAPHIC SURVEY SERVICES

Statement of Work

1 GENERAL INFORMATION

1.1 Background

The National Ocean Service (NOS) is responsible for the National Oceanic and Atmospheric Administration's (NOAA) nautical charting program which provides nautical charts and related products for the coastal and adjacent ocean areas of the United States (including possessions and territories), the Great Lakes, and other navigable waters. Accurate and reliable charts and services are essential to the safety of those who go to sea for commerce, defense, or recreation.

1.2 Purpose

The purpose of this contract is to provide NOAA with modern, accurate hydrographic survey data with which to update the nautical charts and related products of the assigned area.

1.3 Statement of Work

This Statement of Work (SOW) contains requirements specific to the contracted hydrographic services and is intended to supplement the NOS Hydrographic Surveys Specifications and Deliverables (HSSD) and the corresponding Project Instructions for each task order.

1.4 Technical Specifications

The contractor shall perform all work on all task orders in accordance with the task order project instructions, and the latest version of the HSSD, unless otherwise specified within the task order specific project instructions. The HSSD document may be found at:

1.5 Area

The Government can issue task orders for surveying within the territorial waters of the United States. The survey limits will be provided in the Project Instructions at the task order level.

1.6 Contracting Officer’s Representative (COR)

A COR and, in some circumstances, an Alternate COR, will be assigned at the base contract level, as well as at the task order level. References to the COR/Alternate COR throughout this SOW are referring to those assigned at the task order level.

2 SCOPE OF WORK

2.1 Task Orders

For each Task Order issued, the Contractor shall provide survey coverage as specified in the Project Instructions. The scope of each basic task order includes, but is not limited to:

● surveying all specified areas

● mobilizing, demobilizing, and moving between survey areas

● utilizing multi-sensor approaches, including, but not limited to, multibeam sonar, side scan sonar and vessel laser scanners to acquire point cloud elevation data of the seafloor, lakefloor, and topographic coastal interface as well as investigating shoreline and other charted features

● installing, operating, and removing water level (tide) stations and Global Navigation Satellite System (GNSS) stations for establishing vertical and horizontal control

● performing quality control during data acquisition and processing/initial review of the hydrographic and auxiliary data on contractor-provided hard drives and/or servers

● all equipment maintenance and calibrations

● field office cost

● downtime due to weather or for other reasons not attributable to the Government

● acquiring related supporting data (e.g. water surface elevation data, sound speed through the water profiles, vessel offsets, draft, and heave/pitch/roll data etc.)

● performing quality control during data acquisition and processing/initial review of the hydrographic and auxiliary data

● producing gridded surfaces of the bathymetry data that has been cleaned of erroneous soundings, and fully corrected for water levels, sound speed, vessel offsets, draft and dynamic draft. Producing accompanying descriptive reports that supplement the survey data with information that cannot be depicted or described in the digital data

● reacquiring survey data which fail to meet specifications

● docking fees and other costs associated with operations

● determining the least depth on wrecks and obstructions from the survey data acquired during the task order

● addressing all assigned features within the survey area

● berthing and messing for a Government Observer/COR, see section 2.2.12.1

2.2 Contractor Responsibilities

2.2.1 General

The Contractor shall provide all labor, materials, and equipment necessary to supply the Government with hydrographic survey data acquired in accordance with the requirements and technical specifications stated herein. All work shall be performed to NOAA specifications and the survey data provided in NOAA specified formats in accordance with the latest current edition of the HSSD.

During the execution of the work, the Contractor shall provide professional supervision and quality control to assure the accuracy, quality, completeness, and progression of the work. The Contractor shall be responsible for the following tasks, although this list is not to be deemed as all inclusive:

● acquiring all survey data in accordance with this SOW and Task Order Project Instructions

● supplying all equipment and supplies necessary for the conduct of survey operations

● all measurements

● all necessary calibrations and maintenance of equipment needed to conduct the survey work

● determining that the static transducer draft, and the settlement and squat of the vessel has been measured and remains properly accounted for throughout the survey

● conducting accuracy testing and accounting for sensor alignment and biases

● determining, processing/initially reviewing survey data and applying necessary corrections to survey data United States (U.S.)

● all required deliverables

● notifying the U.S. Coast Guard, pilots associations, commercial fishing groups, etc., about the project and planned activities

Furthermore, the Contractor is responsible for performing the following services:

● acquiring multibeam sounding data

● acquiring side scan sonar data

● utilizing multi-sensor approaches to acquiring point cloud elevation data of the seafloor, lakefloor, and topographic coastal interface

● capability to produce Ellipsoidally Referenced Surveys

● capability to conduct surveys to International Hydrographic Organization S-44

Edition 6.1.0 Exclusive Order Standards

● acquiring and processing/initial review of time series multibeam acoustic backscatter data

● investigating shoreline and other charted features

● installing, operating, and removing water level (tide) stations and GNSS stations for establishing vertical and horizontal control

● acquiring related supporting data (e.g. water level correctors, sound speed through the water, etc.)

● processing/initial review of the hydrographic and auxiliary data

● performing quality control during data acquisition and processing/initial review.

● delivery of the survey data and reports to NOAA for application to the nautical charts and associated hydrographic products

2.2.2 Information Technology (IT) Security Requirements

The base contract and any subsequent orders do not include acquiring any information technology and/or service(s) due to the nature of the requirement; therefore, the contract and any subsequent orders will not be using either government-owned systems or contractor-owned systems for IT.

For the base contract and any subsequent orders:

● The Assessment and Authorization requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required.

● The Contractor shall not access any Furnished Equipment or access Government IT systems for this effort.

● The Contractor shall not access any Government Furnished Information that is not within the public domain for this effort.

Each task order will include its own Project Instructions and any applicable required Information Security information.

2.2.3 Personnel

The Contractor shall be responsible for providing personnel with specialized experience in the collection of hydrographic data and the operation and calibration of automated hydrographic data acquisition systems. Labor category descriptions including education, required years of experience, and experience qualifications are included in Attachment B – Labor Categories. The following labor categories are considered key personnel: Principal, Project Manager, Lead Hydrographer, and Senior Hydrographer.

2.2.4 Vessel

The Contractor is responsible for providing and operating a seaworthy vessel(s) that complies with regulations as shown in the table below:

2.2.4.1 Vessel Operation

The Contractor is responsible for arranging dockage, fueling, and supplying of the vessel(s). The Contractor is responsible for the safety of the crew and passengers and for operating the vessel in a safe and prudent manner. Assignment of survey tasks by the Government does not relieve the Contractor from operating the vessel in a safe and prudent manner.

The Contractor is responsible for notifying the COR immediately if there are concerns that the work cannot be completed safely.

2.2.4.2 License Requirements

A survey vessel over 50-feet or over 100 gross tons shall be operated by an U.S. Coast Guard licensed merchant mariner, with an appropriate credential for the vessel. If the vessel is underway for more than 12 hours, it shall have 2 U.S. Coast Guard licensed mariners aboard with appropriate credentials for the vessel.

2.2.4.3 Nautical Charts

The vessel shall have on board the largest scale electronic charts of the survey area and any area in which the vessel is operating. These charts shall be fully corrected through the latest weekly Notice to Mariners and the U.S. Coast Guard Local Notice to Mariners.

2.2.5 Survey Equipment and Instrumentation

The Contractor is required to provide fully functioning and usable equipment for each task order.

Furthermore, the Contractor is solely responsible for maintaining and calibrating all equipment necessary to comply with this SOW, including any costs associated with such maintenance and/or calibrations. The Contractor shall be responsible for the calibration of equipment requiring annual calibration including, but not limited to, sound speed profilers, Conductivity-Temperature-Depth probes, water level measurement systems, and other related instruments and instrumentation systems.

These instruments shall be re-calibrated at intervals no greater than twelve months until survey completion. The Government is not responsible for calibrations or associated costs, and will not accept or approve the use of equipment that has not been properly maintained or calibrated to these specifications, or additional specifications listed in the HSSD and/or Task Order specific Project Instructions.

2.2.6 Clearances

The Contractor shall be responsible for:

● obtaining personnel access clearances; permission to enter onto private and public property

● all applicable licenses for operation of electronic navigation devices

● all radio-frequency clearances

● ensuring compliance with all laws, regulations, and ordinances associated with the installation of electronic navigation devices

● staffing and maintaining shore-based installations as required

2.2.7 Keeping the Government Informed

2.2.7.1 Vessel Movement

The Contractor shall inform the COR of survey vessel mobilization and/or sailing at least 48 hours in advance, and any deviations from the proposed mobilization/sailing schedule within 24 hours of the deviation.

2.2.7.2 Dangers to Navigation

As soon as practicable after discovery, the Contractor shall notify the COR and the Hydrographic Branch specified in the Project Instructions, about any uncharted or incorrectly charted danger. Visual depictions and an indication of scale must be included when available.

Danger to Navigation reporting requirements are listed in the HSSD.

2.2.7.3 Identification of Potential Field Examinations

The Contractor shall make recommendations to the COR for additional field examinations or investigations that are deemed necessary to establish survey completion.

2.2.8 Release of Data

The Contractor shall obtain approval from the COR before any survey data are released to parties outside NOAA's Hydrographic Services Division. If any preliminary data are released, they shall be annotated with a disclaimer as provided by the COR.

2.2.9 Copyright Assignment

By performing task orders and providing deliverables, the Contractor assigns NOAA the copyright of all hydrographic survey deliverables, including, but not limited to, raw and processed data and documentation, for all task orders executed under this SOW.

2.2.10 Regulatory Compliance

The Contractor shall comply with all applicable Federal, State, and local regulations.

2.2.11 Survey Data

The Contractor shall maintain off site backups of the survey data until the COR notifies the contractor that the submitted data has been officially accepted.

2.2.12 Accommodations for Government Observer

2.2.12.1 Berthing and Messing

The Contractor shall provide berthing and messing for one Government Observer aboard the Contractor's vessel, if the vessel is conducting overnight operations. Berthing facilities and meals for the Government Observer shall be commensurate with the berthing and meals provided to licensed mates and engineers on the survey. While the Government Observer is aboard, interior survey work spaces and the berthing and mess areas of the Contractor's vessel shall be smoke free.

2.2.12.2 At Sea Rendezvous

When requested by the COR or Government Observer, and subject to the approval of the vessel's commanding officer, the Contractor shall temporarily suspend operations between survey lines to allow for COR arrivals, departures, or transfer via another vessel.

Arrangements for this other vessel will be made by the COR or Government Observer.

2.3 Government Responsibilities

2.3.1 Government Observer

In the event that the Government chooses to use an on-board observer at any time during this contract, the Government will be responsible for assuring that the observer meets and boards the Contractor's vessel during either a scheduled in-port period or at a mutually agreeable place and time.

2.3.2 Survey Registry Numbers and Titles

The Government will provide the survey registry number and title for each survey in the Project Instructions.

3 SURVEY REQUIREMENTS

3.1 Hydrographic Survey Data

The Contractor shall acquire hydrographic survey data according to the coverage and equipment requirements in the Project Instructions. The importance of maintaining and documenting data flow integrity cannot be overstressed. A description of the data processing routines for converting from raw sounding data to the final sounding values shall be included in the Final Reports as required in the HSSD. The Contractor shall provide both digital raw and processed data per the HSSD requirements.

3.2 Data Format

Data must be delivered in a format that NOAA can review. Acceptable formats are listed in the HSSD.

3.3 Quality Control

The Contractor shall make available to the COR, the same quality control/quality assurance tools and products used by the Lead and Senior Hydrographers. Data quality control requirements are listed in the HSSD.

3.4 Features

The Contractor shall investigate features as directed by the Project Instructions. Feature Investigation Requirements are listed in the HSSD.

4 ADDITIONAL DATA

4.1 Tide and Water Level Data

The Contractor shall collect tide and water level data as directed by the Task Order specific project instructions. Specific guidance on the installation and maintenance of tide gauges will be provided at the Task Order level.

4.2 Bottom Sediment Samples

The Contractor shall collect bottom samples as directed by the Project Instructions.

Bottom sample requirements are listed in the HSSD.

5 DELIVERABLES

5.1 Digital Data Files

Submit all digital data in accordance with the HSSD and task order specific Project Instructions.

Other formats may be allowed, if authorized in advance by the COR. The Contractor shall work with the COR to ensure that no compatibility problems exist after data is submitted.

5.2 Reports

Submit all reports and deliverables in accordance with the HSSD and task order specific Project Instructions. Monthly progress reports shall be prepared in accordance with Commerce Acquisition Regulation clause 1352.237-74, and in accordance with additional guidance/requirements as provided by the COR.

6 DELIVERY INSTRUCTIONS

6.1 Packaging Instructions

The Contractor shall include a letter of transmittal with all shipments, detailing all elements of the shipment according to the format and requirements listed in the HSSD.

6.2 Delivery Address

The Contractor shall deliver all data, reports, and survey records for the completed project to the appropriate NOAA Hydrographic Branch as listed in the Project Instructions. Upon delivery of any deliverables to the Hydrographic Branch, the Contractor shall notify the Project Manager, COR, and Data Manager of the appropriate Hydrographic Branch via email.
