About this opportunity
The U.S. Army Corps of Engineers, Walla Walla District is procuring crane, hoist, and lifting device services through a Multiple Award Task Order Contract (MATOC) solicitation. The procurement encompasses design-build services for crane replacement and rehabilitation work at locks and dams across twelve western states, including overhead bridge cranes (15-600 tons), gantry cranes (15-480 tons), monorail cranes (5-25 tons), derrick cranes, and related lifting equipment. Offerors must demonstrate that their Designer of Record holds a valid Professional Engineering (PE) License or Structural Engineer (SE) License in applicable areas and possesses expertise in at least two areas of heavy crane systems (design, maintenance, or installation), with membership in major standards organizations such as CMAA, ASME, or HMI. The two-phase source selection process will evaluate Phase One proposals based on Qualifications & Certifications (Factor 1), Technical Approach (Factor 2, limited to 20 pages), and Past Performance (Factor 3), with Phase Two to follow for selected offerors and evaluate Work Plan, Small Business Participation, and Price on the seed task order. The proposal submission deadline is February 6, 2026, at 2:00 p.m. PST, with electronic submission required to specified contracting officer email addresses, and multiple solicitation amendments have been issued through February 3, 2026, to clarify requirements and submission procedures.
The solicitation does not contain any set-aside designations and involves no incumbent contractor identification. The government intends to award up to five IDIQ contracts with a combined total contract capacity not exceeding $499,320,000, with each awardee guaranteed a minimum of $10,000 and individual task orders valued between $2,500 and $50,000,000. The seed task order (Task Order 0001) has an estimated construction magnitude between $10 million and $25 million, and the base contract period runs from 2026 through 2031 with one optional two-year extension period. Offerors must submit past performance data demonstrating at least eight projects completed within the past ten years that include design-build experience, large-capacity custom hoist systems of at least 40 tons, and both rehabilitation and new crane work across specified crane types. Performance of work will take place in Walla Walla, Washington, with project locations spanning Colorado, Idaho, Iowa, Kansas, Missouri, Montana, Nebraska, North Dakota, Oregon, South Dakota, Washington, and Wyoming.
