The United States Department of Agriculture (USDA) Forest Service, Procurement and Property Services, Field Procurement Operations, Northwest Zone (NWZ) has issued a Special Notice requesting qualifications for multiple award Architect-Engineer (AE) Services Indefinite Delivery-Indefinite Quantity (IDIQ) contracts. The solicitation covers professional AE services across three engineering disciplines: Transportation, Facilities, and Environmental within Forest Service Region 6 (Oregon and Washington) and Region 10 (Alaska). This procurement will be conducted under the Brooks Act Public Law 92-582 and Federal Acquisition Regulation (FAR) Part 36.6 for Architect-Engineer Services. The duration of the Parent IDIQ contracts will be five years from the date of award, with the agency anticipating awarding 20-30 multiple award contracts. The total aggregate ceiling threshold for these contracts is set at $50 million.

The primary purpose of this Special Notice is to conduct a two-phase acquisition process to identify and select the most highly qualified architectural and engineering firms for future task orders. Contractors must submit a completed Standard Form 330 (SF-330), a cover letter specifying selected disciplines and geographic zones, and detailed project narratives by May 21, 2025, at 4:00 pm PST. Eligible contractors must be small businesses registered in the System for Award Management (SAM) and capable of providing professional services across the specified engineering disciplines. The first phase will focus on evaluating professional qualifications, with the most highly qualified firms then being invited to submit pricing proposals in the second phase. Submissions are voluntary, and no funds are available to compensate firms for proposal preparation. Contractors must have personnel licensed in the states where work will be performed and be prepared to provide services such as design generation, drawing creation, specifications development, and construction support across the specified geographic regions.
