Instructions and Submission Requirements
Source selection procedures are in accordance with the Brooks Act, Public Law 92-582, and the Federal Acquisition Regulation (FAR) Part 36.6 to determine the most highly qualified firms.
Acquisition will be conducted in two phases:
1. evaluation of professional qualifications to determine the most highly qualified offerors;
2. evaluation of offered prices and overhead rates to determine reasonableness.
Offerors: Please identify, in your cover letter, the Discipline Area(s) and the Geographic State Zone(s) you wish to be considered and of which you are providing responses to the Selection Criteria. Offeror’s may choose multiple Disciplines and Geographic Locations:

SELECTION CRITERIA (per FAR 36.602-1):
1. Professional qualifications;
2. Specialized Experience and Technical Competence in the following categories (as noted above, see Statement of Work for detailed descriptions). Per the table above, you will be providing responses to each of your identified Discipline Areas, i.e. those you want to be considered for:
a. Environmental
b. Facilities
c. Transportation
3. Capacity;
4. Past Performance;
5. Geographic Location. Per the table above, you will be providing responses to each of your identified Location Zones, i.e. those you want to be considered for:
a. Alaska
b. Oregon
c. Washington
6. Other appropriate evaluation criteria: Not Applicable
PHASE 1 – SUBMISSION REQUIREMENTS:
Submit a completed Architect-Engineer (AE) Qualifications Form (SF-330). AE firm shall submit a complete SF-330 electronically via email only.
1. Submit Part I addressing the qualifications of the AE firm. Part I shall be limited to 50 pages, minimum font size of 11. Include AE firm's UEI number. Address the submission requirements below; and
2. Submit a Part II for the AE firm and any key subcontractors.
The following criteria will be used for evaluation of AE firms. For each of the following criteria, i.e. 1 through 5, please address the submission requirements for those Discipline Area(s) you have selected in the table above:
1. PROFESSIONAL QUALIFICATIONS:
a. Base Consulting Team for this contract:
(i) Prime contractor point-of-contact: the principal and project manager;
(ii) Civil Engineering: design of site work, storm water systems, utilities, parking, and roads;
(iii) Landscape Architecture: site analysis and planning, conceptual design and master planning, landscape design and green infrastructure, recreation planning and design, visual analysis and circulation;
(iv) Structural Engineering;
(v) Architectural Design: building design for new structures, renovation, and interior design;
(vi) Electrical Engineering: building design, utility design, telecommunications, low voltage systems (fire alarms, access control systems, intrusion detection systems), lightening protection systems, industrial process controls for water and wastewater systems;
(vii) Mechanical Engineering: plumbing, HVAC, and commercial refrigeration;
(viii) Water and Wastewater Engineering;
(ix) Alternative Energy Systems: solar systems, grey water systems, photovoltaic systems, ground source heat pump systems, biomass heating systems, and life cycle cost analysis;
(x) Energy Auditing.
(xi) Environmental.
b. Submission Requirements:
(i) Describe Base Consulting Team: provide an organization chart with in-house personnel and outside consultant's personnel;
(ii) Resumes for Base Consulting Team: each resume shall include five (5) specific completed projects that best illustrate individual's relevant experience; and
(iii) Base Consulting Team's technical and management expertise in fields identified above in Part (a).
2. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: AE firm's experience applicable to this requirement.
a. Submission Requirements:
(i) Team's experience in design and construction in the categories of (please identify your area(s) of consideration):
a. Environmental
b. Facilities and/or
c. Transportation
(ii) Detailed narrative of up to ten (10) projects, similar in nature, scope, and difficulty for the Discipline Area(s) you have selected, completed over the past three (3) years;
(iii) AE firm's experience to work with Government entities and design standards, or similar relevant experience.
3. CAPACITY: AE firm's capacity to accomplish anticipated work.
(i) Provide specific information supporting AE firm's and subcontractor's capacity to perform multiple Task Orders in addition to existing workload.
4. PAST PEFORMANCE: AE firm's past performance on contracts similar in nature, scope, and difficulty as this requirement.
(i) An AE firm with no record of past performance will be rated neither favorably, nor unfavorably.
(i) Detailed narrative of up to ten (10) projects, similar in nature, scope, and difficulty as this requirement, completed over the past three (3) years; and
(ii) Provide a point-of-contact for each project identified above: name, title, address, telephone number, and email address.
(iii) The Contracting Officer will also pull information from CPARS to be used as part of the past performance evaluation.
5. GEOGRAPHIC LOCATION: Location in the general geographic area of the projects and knowledge of the locality of the projects.
(i) Describe and illustrate AE Base Consulting Team's knowledge of design approaches, construction materials, codes/ordinances, costs, remote locations, and other unique conditions, please identify your State(s) of consideration:
a. Alaska
b. Oregon
c. Washington
PHASE 2 – PRICE
a. When requested by the Contracting Officer the top ranked firms shall submit a price proposal on the Schedule of Items in Section B (when the Request for Proposal (RFP) is issued).
b. When completing the Schedule of Items, the identified top ranked firms shall provide fully loaded labor rates. Fully loaded rates shall include wages, overhead, general, administrative expenses, and profit.
ADDITIONAL INFORMATION:
Submit a completed Architect-Engineer Qualifications (SF- 330). A cover letter will also be allowed.
All responsible sources may submit an offer which will be considered by the government.
Note: Per FAR 52.204-7(b)(1), System for Award Management (SAM), an Offeror is required to be registered in SAM when submitting an offer and at time of award, and shall continue to be registered during performance, and through final payment. Information on registration may be obtained via: https://www.sam.gov. All Offerors must complete the electronic version of the Representations and Certifications in the SAM system.
