About this opportunity

The Department of the Navy Naval Sea Systems Command is conducting market research to identify potential vendors capable of providing engineering and technical support services for Norfolk Naval Shipyard's Engineering and Planning Department. The Request for Information (RFI) seeks contractors who are currently on the SeaPort-NxG IDIQ contract to support nuclear and conventionally powered U.S. Naval ships and submarines. Required services include project management, engineering support, technical writing, database management, work control, marine drawing development, and administrative functions. Interested vendors must submit a 5-page capabilities statement by December 27, 2024 at 12:00 PM EST, detailing their ability to meet the contract's technical requirements. Small businesses must specifically demonstrate how they will meet the 50% performance requirement under FAR 52.219-14.

The contract is classified under NAICS code 541330 (Engineering Services) with a $25.5 million size standard and will have a base period of one year with four additional 12-month option years. The estimated level of effort ranges from 6,000 to 48,000 straight time hours annually, covering labor categories such as Project Engineers, Senior Engineers, Engineering Technicians, Programmers, and Logistics Technicians. Contractors must maintain a local facility within 50 miles of Norfolk Naval Shipyard and provide personnel with security clearances (minimum Confidential, with Secret clearance required for special cases). Materials and other direct costs are capped at $357,500,000 for the base period and $357,500 for each option year. The opportunity is not set aside for any specific business category, and the government emphasizes that this is a market research effort and will not compensate vendors for their response.
