About this opportunity

The U.S. Department of State's Bureaus of Overseas Building Operations (OBO) and Diplomatic Security (DS) are seeking engineering services to develop a non-proprietary roof hatch system that meets updated security and functionality standards for diplomatic facilities worldwide. The procurement requires a contractor to develop a blast, forced entry, and ballistic resistant roof hatch design through five contract line items: specification development, design development, fabrication of test articles, testing and validation, and final design package and report. Offerors must demonstrate competence in physical security structural analysis and be led by a licensed Professional Engineer with at least 15 years of experience. The evaluation will prioritize Technical Approach as the most important factor, followed by Past Performance, with Price being the least important consideration, and the government intends to award to the most advantageous offer rather than necessarily the lowest-priced proposal. Questions were due by 2:00 PM Eastern on September 3, 2025, with proposals due September 15, 2025, though the government has noted that funds are not presently available and no award will be made until funding is secured.

This opportunity is designated as a 100% small business set-aside under NAICS code 541330 (Engineering Services) with a size standard of $22.5 million. No current contractors or incumbents are identified in the solicitation documents, as the Department has determined that existing roof hatch systems in the marketplace do not comply with current departmental specifications, creating a risk that necessitates this new development effort. While specific contract values are not disclosed in the available documents, the substantial scope involving comprehensive design, testing, and validation suggests a significant investment in developing this critical security infrastructure. The performance period is not to exceed 15 months from contract award, and the project will result in a complete deliverable package including system drawings, installation manuals, maintenance instructions, testing reports, and an exhibition sample that will enable Department designers and contractors to fabricate compliant roof hatch systems independently.

Amendment 0001 hereby addresses industry questions.**The solicitation closing date will not be extended.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a oral solicitation will not be issued.

“Notice to Respondents: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”

The U.S. Department of State's Bureaus of Overseas Building Operations (OBO) and Diplomatic Security (DS) have implemented newly revised standards to enhance functionality and security at diplomatic facilities. Specifically, updates to OBO Specification 077234 and SD-STD-01.01 Revision H have directly impacted roof hatch systems. Many roof hatch systems were designed
and developed over twenty years ago, and as Department specifications and requirements have evolved over time, the roof hatch systems have not.

Now, in FY25, the Department sees the absence of a Department-compliant roof hatch system in the marketplace as a risk to both DS and OBO. To mitigate this risk, DS and OBO are developing a non-proprietary roof hatch design that will enable Department designers, planners, and Contractors to fabricate and install the required roof hatch systems themselves, thereby fulfilling Department requirements.

See the attached Solicitation (19AQMM25Q0297) to include the Statement of Work (SOW) (Attachment 1).  ****NOTE: Questions are due by 2 pm (Eastern Standard Time) on Wednesday, September 3, 2025: Questions and offers are to be sent electronically to Amber Gray, Contract Specialist, Grayal@state.gov and to Lisa Pizarro, Contracting Officer at PizarroL1@state.gov.  Reponses are due 2 pm (Eastern Standard Time) on Monday, September 15, 2025.
