About this file

This Statement of Work (SOW) details the U.S. Department of State's requirements for developing a non-proprietary blast, forced entry, and ballistic resistant roof hatch system for diplomatic facilities. The Department of State's Bureaus of Overseas Building Operations (OBO) and Diplomatic Security (DS) are seeking proposals from engineering design firms to create a modern roof hatch system that addresses current security and architectural performance standards. The project aims to develop a comprehensive solution that enables Department designers, planners, and contractors to fabricate and install compliant roof hatch systems.

The SOW outlines three primary objectives: 1) specification development, which involves compiling relevant standards and requirements for roof hatch systems, 2) design development, focusing on creating a roof hatch based on existing specifications with potential optimizations, and 3) fabrication and validation testing to ensure the system meets stringent performance criteria. The project requires a comprehensive deliverable package including system drawings, installation and operator manuals, maintenance instructions, testing reports, and an exhibition sample. The performance period is not to exceed 15 months, and responses must include detailed references, a work plan, cost estimate, and be led by a licensed Professional Engineer with at least 15 years of experience. The project classification is Sensitive But Unclassified (SBU) and will comply with federal export control regulations.

Statement of Work (dated 20250606) Development of Non-proprietary Blast, Forced Entry, and Ballistic Resistant Roof Hatch System

INTRODUCTION

The U.S. Department of State's Bureau of Diplomatic Security is seeking proposals from qualified engineering design firms for an emergency egress roof hatch system. This Request for Proposal (RFP) outlines the requirements and deliverables associated with this request.

Roof hatch systems provide an emergency egress option for personnel and serve as a mandated security feature in diplomatic facilities. The need to develop a modern roof hatch system stems from advancements in various architectural and physical security performance requirements that make legacy roof hatch systems non-compliant. Given the specialized nature of these roof hatch systems and the limited market demand, the Department is now seeking a non-proprietary option to meet project requirements.

BACKGROUND

The U.S. Department of State's Bureaus of Overseas Building Operations (OBO) and Diplomatic Security (DS) have implemented newly revised standards to enhance functionality and security at diplomatic facilities. Specifically, updates to OBO Specification 077234 and SD-STD-01.01 Revision H have directly impacted roof hatch systems. Many roof hatch systems were designed and developed over twenty years ago, and as Department specifications and requirements have evolved over time, the roof hatch systems have not.

Now, in FY25, the Department sees the absence of a Department-compliant roof hatch system in the marketplace as a risk to both DS and OBO. To mitigate this risk, DS and OBO are developing a non-proprietary roof hatch design that will enable Department designers, planners, UNCLASSIFIED mailto:NelsonKM@state.gov mailto:AckermanCR@state.gov mailto:WilliamsonAA@state.gov

UNCLASSIFIED

and contractors to fabricate and install the required roof hatch systems themselves, thereby fulfilling Department requirements.

OBJECTIVES

1. Objective 1: Specification Development - The performer shall review, identify, and compile relevant specifications for the Department's roof hatch systems. This information will serve as the foundation for developing the roof hatch design.

a. The performer shall compile and document a comprehensive list of relevant standards and requirements applicable to the Department’s use of roof hatch systems. This shall include, but not be limited to, architectural, operational, relevant International Building Code (IBC), and security requirements.

b. OBO and DS will collaborate with the performer to provide Department specifications and standards for roof hatch systems. The performer will also search for existing non-Department standards related to emergency egress hatch systems (i.e., DoD or Storm Shelter) that may inform and enhance the development of the roof hatch system for this effort. The documents listed below will be provided to the performer after the award for this work:

i. OBO SPECIFICATION SECTION 077234 - FORCED-ENTRY (FE) /

BALLISTIC RESISTANT (BR) ROOF HATCHES

1. The roof hatch shall be designed to resist.

a. 60-Minute Forced Entry Attack

b. Rifle Level Ballistic Resistance

ii. OBO SPECIFICATION SECTION 099602 – HIGH-PERFORMANCE

FE/BR COATINGS

iii. OBO SPECIFICATION SECTION 080001 – BLAST REQUIREMENTS

1. The intent is that the roof hatch should be openable after a blast event.

2. The roof hatch design shall be based on a blast load of 15 psi and a

125 psi-msec, and analyzed at the specified maximum allowable size as determined by the performer.

iv. SD-STD-01.01, Revision H, CERTIFICATION STANDARD FOR

FORCED ENTRY AND BALLISTIC RESISTANCE OF BUILDING

SYSTEMS

2. Objective 2: Design Development - The performer shall create a roof hatch based on existing requirements and specifications (identified in Objective 1) and then modernize and optimize the roof hatch system if improvements can be made. The overarching goal of this effort is to develop an enhanced roof hatch system that meets the Department’s operational needs and reduces life-cycle and maintenance costs compared to current roof hatch systems. This will likely be an iterative process between DS, OBO, and the performer.

UNCLASSIFIED

Below are the design requirements and preferences that will help potential responders better understand the scope and critical requirements that the Department has for this effort.

a. The roof hatch design shall be corrosion-resistant with an estimated serviceable life expectancy of no less than 50 years.

i. The assumed environmental corrosivity of the atmosphere shall be “C5” as defined in ISO 9223.

b. The roof hatch system must be adaptable in size and include egress and ladder options as identified in OBO Standard Specification 077234. The performer shall determine the maximum and minimum allowable size for the design. Optionally, if the roof hatch design is not easily adaptable or scalable, the performer shall develop at least two specific size options as part of the scope of this work.

i. If the performer identifies occupant egress or ladder alternatives during the design process, they shall present these options to the Department for consideration. This effort aims to modernize the roof hatch system, enhancing legacy designs where possible. Improving the safety and accessibility of the roof hatch system is a top priority for this initiative.

Therefore, the performer shall seek to incorporate innovations in egress systems, techniques, or the design of the roof hatch system.

c. The performer shall consider Value Engineering (VE) as part of the design development. The VE should focus on maximizing value for both functionality and cost for the roof hatch system and its life cycle costs.

i. For example, the Current OBO Specification 077234 requires the use of stainless steel to mitigate corrosion. The performer shall determine whether other techniques (i.e., coatings) or materials (i.e., aluminum) can be utilized to achieve the overall objective of this effort.

ii. For example, legacy-style roof hatch systems often depended on gas-assisted struts to facilitate roof hatch operation. These components were prone to failure and needed routine replacement to ensure the functionality of the roof hatch. The performer may seek to simplify the roof hatch design to reduce the number of components and/or lower maintenance and life cycle costs (i.e., counter-balanced door, sliding door, or mechanical gear-driven operation).

d. The performer shall be responsible for scheduling no fewer than three (3) design review meetings with DS during the development of the roof hatch design.

However, it should be noted that the performer can request additional meetings or submit an unlimited number of RFIs to finalize the design. Meetings may be conducted in person or virtually at the performer’s discretion. The design review meetings are intended to ensure that the roof hatch design meets the Department’s needs and to understand and approve any enhancements proposed by the performer. Notional milestone design review meetings are:

i. Conceptual Design Review

ii. Primary Design Review

iii. Final Design Review

UNCLASSIFIED

1. DS shall confirm in writing that the acceptance of the final design is substantially complete before conducting any activities associated with Objective 3.

e. The performer shall document and track all deviations from existing specifications and requirements, identified in Objective 1, during the development of the roof hatch system. It is understood that VE and updated design considerations may necessitate variance from the existing specifications and requirements. As part of the roof hatch development, the performer shall edit, update, and revise a draft version of OBO Specification 077234 to reflect the final configuration of the roof hatch system. The goal is to ensure that the roof hatch system complies with OBO Specification 077234.

f. The performer shall define the standard sub-frame and mounting conditions required to install the roof hatch system. OBO’s construction contractor typically provides the mounting and sub-frame as part of the building design. Therefore, it is essential that construction detailing be supplied to ensure the successful integration of the roof hatch system into Department facilities. This shall include all flashing and waterproofing to prevent water intrusion around the roof hatch system.

i. Caulks, sealants, and membranes shall not serve as the primary means of waterproofing the roof hatch system to the structure. Any caulks, sealants or membranes that are part of the roof hatch design shall not be relied upon for waterproofing.

ii. The primary method of waterproofing must consist of a metal-based, properly layered flashing system that relies on gravity to prevent water intrusion. Alternatively, the design of the roof hatch system itself must incorporate waterproofing as part of its design.

iii. The performer shall include accommodations for the roof hatch system to be mounted into a raised curb assembly, as is the current design guidance for Department facilities.

iv. The performer must provide adequate construction tolerances for both the mounting condition and the system itself.

v. The performer shall also define required clearances to integrate the roof hatch system into a structure.

3. Objective 3: Fabrication and Validation Testing – The performer shall be responsible for coordinating and planning all analyses and testing described below for the finalized roof hatch design. This includes fabricating all required test samples, coordinating with accredited testing laboratories, reviewing, developing, and approving all test plans, and scheduling with DS as needed. If the roof hatch system fails any necessary tests, the performer shall modify the roof hatch design to address any identified deficiencies, and the tests will be repeated until the required performance is achieved.
