About this file

This is a Request for Proposal (RFP) for professional physician and other ambulatory health care services issued by the Albuquerque Area Indian Health Service (AAIHS). The RFP solicitation number is 75H70726R00002, with an offer due date of February 3, 2027, at 1230 MS time. The contract will be awarded to provide inpatient and outpatient specialty health care services not available through IHS delivery systems for eligible American Indian and Alaskan Native (AI/AN) beneficiaries within New Mexico and Colorado. Services include cardiology, orthopedics, radiology, general surgery, oncology, podiatry, orthotics, prosthetics, dialysis, ophthalmology, eye surgery, urology, and air ambulance services. The period of performance begins on the award date and extends for one year, with option years available up to a maximum of five years total. Services must be ordered through IHS-designated contracting officers and delivered at the contractor's facility, not at IHS clinics or hospitals, except for approved home healthcare services.

Reimbursement is based on Medicare-Like Rates (MLR) established in the IHS Final Rule dated March 21, 2016, with contractors required to accept MLR assignment as payment in full, including deductibles and co-insurance. Contractors may offer discounts below Medicare rates or rates above Medicare but not exceeding the provider's Most Favored Customer rate. The contractor must maintain Joint Commission accreditation (or CMS equivalent), possess medical liability insurance of at least $1,000,000 per specialty per occurrence with three-year tail coverage, and ensure all professional staff hold active state licenses and appropriate board certifications. Additional qualifications include acceptance to practice in hospitals where applicable and demonstration of cultural awareness for AI/AN populations. The evaluation criteria prioritize technical and past performance factors equally with price. Key administrative requirements include submission of discharge summaries within 15 working days, billing through the IHS PRC Fiscal Intermediary (Blue Cross Blue Shield of NM, Dallas, TX), compliance with Privacy Act and HIPAA standards, and adherence to Federal non-discrimination and child abuse reporting requirements.
