About this opportunity
The Food and Drug Administration's Office of Acquisition and Grant Services is soliciting proposals for Non-Medical Use (NMU) Data Report Services, a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide post-marketing surveillance data reporting and analysis services. The FDA seeks contractors to deliver summary reports, ad-hoc analyses, and focused topic-specific studies on prescription and over-the-counter drug nonmedical use, illicit substance use, and emerging regulatory substances through treatment center data. Contractors must maintain access to a minimum of 50,000 individual subjects entering or being assessed for substance use disorder treatment with geographic diversity across all four U.S. census regions and a minimum of ten years of historical data from 2016 to present. Evaluation will be based on five technical factors—Data Access and Capabilities, Technical Approach and Understanding, Personnel Qualifications, Quality Assurance and Data Management, and Past Performance—plus price, with proposals limited to 50 pages total for both technical and business volumes combined. The deadline for submitting questions is March 5, 2026, and proposals are due March 19, 2026 at 9:00 a.m. Eastern Time via email to the Contract Specialist.
This is an unrestricted solicitation with no small business set-aside. The government anticipates awarding a maximum of two IDIQ contracts, with a per-award ceiling of $8,500,000 and a minimum guaranteed amount of $3,000 obligated at award. The contract period of performance runs from September 30, 2026 through September 29, 2031, with individual task orders potentially extending up to 36 months beyond the IDIQ expiration. Compensation will be based on fully burdened hourly labor rates for seven specified labor categories: Project Manager, Senior Computer Systems Analyst, Statistician, Pharmacist, Epidemiologist, Survey Scientist, and Subject Matter Expert, with Other Direct Costs to be incorporated into overhead and G&A costs rather than listed separately. The place of performance is Silver Spring, Maryland 20993, and the FDA anticipates issuing 2-4 task orders over the life of the contract with 0-2 ad hoc analytic requests issued annually.
