About this file
This document is a Question and Answer (Q&A) clarification from an FDA federal contract solicitation addressing pricing methodology for Other Direct Costs (ODCs).
The question raised concerns about the absence of a dedicated line item in the pricing template for ODCs, despite the RFP requirements to price data and the warning that modifications to the pricing file would result in disqualification. The FDA's response clarifies that contractors with associated ODC costs must incorporate those costs into their fully burdened labor rates as part of overhead and General & Administrative (G&A) costs, rather than listing them separately in the pricing template. Additionally, contractors are required to provide a brief narrative explanation of the ODCs being proposed within their pricing volume submission to ensure transparency and traceability of these embedded costs.

Text version
1. In reading the RFP and Q&As, it appears FDA wants us to price data; however, there is no place in the spreadsheet for us to provide pricing for ODCs. Further, the instructions warns that changes to the pricing file will result in disqualification.
Where are we to include pricing for the data? Again, I do not see a place to provide this pricing for ODCs.
If your proposal has associated ODC costs, those costs should be incorporated into your fully burdened labor rates as part of your overhead and G&A costs, since there is no separate line item for ODCs in the pricing template.
Please make sure to provide a brief narrative for the ODCs that you are proposing in your pricing volume.
