About this opportunity
The National Institutes of Health, through the National Institute of Allergy and Infectious Diseases Division of Intramural Research, intends to extend four existing IDIQ contracts for non-human primate acquisition, testing, transportation, and housing services on a limited-source basis under FAR 6.103-2.
The four contractors are Envigo Global Services (maximum $47.024 million), Alpha Genesis (maximum $55.673 million), MD Anderson Cancer Center (maximum $7.890 million), and World Wide Primates (maximum $49.713 million), for a combined IDIQ maximum of $160.302 million. To date, $85.452 million in task orders have been awarded with $74.850 million remaining in the IDIQ maximum.
The justification cites unusual and compelling urgency due to the mission-critical nature of the services and insufficient time to complete a competitive follow-on acquisition before contract expiration. The Government initiated a competitive follow-on procurement but external circumstances, including Executive Order 14210 workforce optimization directives and organizational changes within NIH, disrupted acquisition workflows and delayed milestones. The extension period runs from August 1, 2026 through July 31, 2027. The contracting officer determined pricing as fair and reasonable based on fully burdened labor rates established under the existing IDIQ contracts and certified that the extension is in NIH's best interest. The bridge extension ensures continuity of animal research support and allows completion of the competitive procurement targeting award by March 2027.
