About this file
This is a Justification for Other than Full and Open Competition (JOFOFC) document under FAR 6.103-2 submitted by the National Institute of Allergy and Infectious Diseases (NIAID), Division of Intramural Research (DIR), requesting approval to extend the ordering period of four existing multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts by one year, from August 1, 2026, through July 31, 2027.
The contracts provide acquisition, importation, transportation, quarantine, holding, veterinary care, breeding support, and colony management services for non-human primates (NHPs) supporting NIH biomedical research. The four current contractors are Envigo Global Services ($47,024,581.42 maximum), Alpha Genesis ($55,673,523.00 maximum), MD Anderson Cancer Center ($7,890,939.00 maximum), and World Wide Primates ($49,713,275.00 maximum), for a combined IDIQ maximum of $160,302,318.42. To date, $85,452,010.42 in task orders have been awarded with $74,850,308.00 remaining in the IDIQ maximum. The extension is justified under FAR 6.103-2 citing unusual and compelling urgency due to the mission-critical nature of the services and insufficient time to complete a competitive follow-on acquisition before contract expiration. The Government initiated a follow-on competitive acquisition but external circumstances—including Executive Order 14210 workforce optimization directives and organizational changes within NIH—disrupted acquisition workflows and delayed procurement milestones. The bridge extension ensures continuity of animal research support and allows completion of the competitive procurement targeting award by March 2027. No notice will be published, no additional sources have expressed interest, and the pricing is based on fully burdened labor rates established under the existing IDIQ contracts. The contracting officer has determined pricing as fair and reasonable and certified that the extension is in NIH's best interest.
