About this opportunity

The Naval Information Warfare Center Pacific (NIWC Pacific), part of the Department of the Navy, has published a Special Notice announcing its intention to award a non-competitive, firm-fixed-price purchase order to Stantec Consulting for stormwater monitoring services. The contract encompasses five line items including project initiation and site walks, composting scheme development, sampling preparation, and support for three separate stormwater targeted events (STEs). These services will support continued development and refinement of sediment deposition modeling predictions at selected non-dry dock stormwater outfalls throughout the Bremerton Naval Complex. The work involves collecting stormwater samples from qualifying rain events for suspended sediment characterizations, total mercury, and trace metals analysis. The applicable NAICS code is 541330 (Engineering Services) with a business size standard of $25.5 million.

The primary objective of this procurement is to support NIWC Pacific's efforts to achieve regulatory compliance under the National Pollutant Discharge and Elimination System (NPDES) permit by demonstrating the effectiveness of their novel monitoring approach for differentiating legacy contaminants in sediments. The Special Notice was posted on August 18, 2025, with responses due by August 22, 2025, providing contractors with only a four-day window to submit bids, proposals, or quotations. While the government intends to award this contract on a sole-source basis to Stantec due to their two decades of specialized experience with stormwater autosampler systems at the Bremerton Naval Complex, all responsible sources are invited to submit proposals for consideration. Stantec was selected based on their extensive expertise in equipment setup, maintenance, and rapid response to storm events, with no alternative contractors identified through market research capable of performing these highly specialized services.
