The solicitation requires comprehensive demolition services, including the removal and disposal of friable asbestos waste, with all necessary personnel, equipment, and materials to be provided by the contractor. Key contract requirements include strict compliance with federal, state, and local regulations, third-party air monitoring, and proper waste disposal at an approved facility. A site visit was originally scheduled for February 19, 2025, but was rescheduled to February 26, 2025, and is highly encouraged for contractors to understand the project's complexities. Electronic quotes are due by March 7, 2025, at 2:00 p.m. ET, with submissions accepted via email to amber.l.drones@usace.army.mil.
The contract is a 100% small business set-aside under NAICS code 238910 with a size standard of $19 million, and the estimated construction costs range between $100,000-$250,000. The contractor must be certified for asbestos abatement in Kentucky and will be responsible for handling approximately 350 cubic yards of friable asbestos waste, including demolishing concrete slabs and foundations. Performance and payment bonds are required, and the finished site must be prepared with geotextile fabric, stone, and a properly compacted and graded surface. The observation deck overlooking the dam will remain intact, and the contractor will not be responsible for debris that has migrated beyond the silt fence into the lake.
