About this opportunity

The National Institutes of Health (NIH), Office of Logistics and Acquisition Operations, is seeking to procure biorepository repository services for the Department of Transfusion Medicine through a fixed price purchase order on a sole source basis to Precision for Medicine. The services encompass storage and maintenance of 10 government-owned freezers (2 chest freezers and 8 upright freezers) in a highly controlled environment, including specimen processing, storage management, monitoring, inventory tracking, and retrieval of critical research samples. Precision for Medicine must maintain CAP certification, provide secure temperature-controlled storage with 24/7/365 monitoring capabilities, backup generators, redundant HVAC systems, and demonstrate compliance with ISO 9001:2008, ISO 13485:2003 certifications, and 21 CFR 11 requirements. The NIH justified this sole source award under FAR Part 13 Simplified Acquisition Procedures, citing that changing storage solutions would risk contamination or degradation of more than 30 years of accumulated samples. Interested parties may submit comments or identify alternative capabilities by March 26, 2026, at 12:00 PM EST to Contract Specialist Huda Malik at huda.malik@nih.gov, with the government retaining sole discretion to determine whether to compete the requirement based on responses received.

This procurement carries no set-aside designation and is intended as a sole source award to Precision for Medicine, located at 8425 Precision Way, Frederick, Maryland. The contractor must demonstrate onsite capacity exceeding 100,000,000 specimens and provide web-based reporting functionality to support the NIH's operational requirements. While no specific award value or budget range is disclosed in the pre-solicitation notice, the contract will be structured as a fixed price purchase order for services supporting government-owned equipment and specimen management. The place of performance is Bethesda, Maryland, with services required to support the Department of Transfusion Medicine's ongoing research and specimen storage operations. The NAICS classification is 541380 (Testing Laboratories and Services), and the product service code is Q999 (Medical—Professional: Other), indicating the specialized nature of biorepository services being procured.
