About this file

This is a Notice of Intent to award a sole source contract for biorepository repository services to support the Department of Transfusion Medicine at the National Institutes of Health. The acquisition seeks fixed price purchase order services from Precision for Medicine, located at 8425 Precision Way, Frederick, MD 21701, for the storage and maintenance of 10 government-owned freezers (2 chest and 8 upright units) in a highly controlled environment. The services include specimen processing, storage, management, monitoring, inventory, and retrieval of critical research samples. Precision for Medicine is CAP-certified and provides secure, temperature-controlled, monitored storage with onsite capacity exceeding 100,000,000 specimens, backup generators, redundant HVAC systems, 24/7/365 monitoring, web-based reporting, ISO 9001:2008 and ISO 13485:2003 certifications, and 21 CFR 11 compliance.

The NIH justifies the sole source award under FAR Part 13 Simplified Acquisition Procedures (Subpart 13.106-1(b)(1)), citing that changing storage solutions would risk contamination or degradation of 30+ years of accumulated samples. The product service code is Q999 (Medical - Professional: Other) with NAICS code 541380 (Testing Laboratories and Services), and the place of performance is Bethesda, Maryland. Interested parties may submit comments or identify alternative capabilities by March 26, 2026, at 12:00 PM EST to Huda Malik, Contract Specialist, at huda.malik@nih.gov. The government retains sole discretion to determine whether to compete the requirement based on responses received.
