About this opportunity
The National Institutes of Health (NIH) Office of Logistics and Acquisition Operations is soliciting maintenance support services for a Philips MRI Scanner located in the Operating Room at the NIH Clinical Center in Bethesda, Maryland. The contract will be awarded as a firm-fixed-price agreement under FAR Part 13 Simplified Acquisition Procedures and will commence immediately following award. Key contract requirements include OEM-defined preventive maintenance per manufacturer specifications, provision of all parts and labor for operational maintenance including cryogens and coils, remote technical support within four hours of notification, and on-site response within twenty-four hours during standard coverage periods (Monday-Friday, 8 AM to 5 PM, excluding federal holidays). The contractor must guarantee a minimum 90 percent uptime during coverage hours, excluding scheduled preventive maintenance and user-caused downtime. The government will evaluate responses based on the proposed vendor's capability to support the system without requiring software regression and to provide coverage for specialized coils and supporting electronics necessary for clinical demands. Interested parties must submit comments and evidence of capability by March 19, 2026 at 12:00 PM EST to Contract Specialist Huda Malik at huda.malik@nih.gov.
This procurement carries no set-aside designation. The proposed sole source vendor is Imaging Service Solutions LLC, identified as the only source capable of meeting the government's requirements given that the Original Equipment Manufacturer (Philips) discontinued formal maintenance support after the scanner's End of Service Life on December 31, 2025. The government retains sole discretion to determine whether to compete this requirement based on responses received to this Notice of Intent. While no specific award value or budget range is disclosed in the pre-solicitation notice, the contract covers maintenance services for equipment classified under NAICS Code 811210 (Other Electronic and Precision Equipment Repair and Maintenance) and PSC Code J065 (Maintenance/Repair/Rebuild of Medical Equipment). The services are essential to ensure The Joint Commission compliance and maintain clinical operational capability for an actively used MRI scanner in a surgical operating room environment.
Notice text
The purpose of this acquisition is to acquire maintenance support services for the Philips MRI Scanner. The Surgery Operating MRI Section relies on the Philips MRI scanner for CC patient imaging during surgery to provide comprehensive imaging services to the Clinical Center (CC) and NIH Institutes. The Original Equipment Manufacturer (OEM), Philips, designated the system’s End of Service Life (EOSL) as December 31, 2025, and has confirmed that it can no longer provide formal maintenance support, nor time-and-materials service. As a result, OEM support is no longer available. Due to safety and The Joint Commission requirement, the scanner cannot be clinically used without at least preventive maintenance according to the manufacturer’s defined schedule. The National Institutes of Health (NIH) intends to award a firm-fixed-price contract for a third-party maintenance contract starting immediately for the Philips MRI scanner (FL# 105291) in the MRI Section of Operating Room within the NIH Clinical Center (building 10, room 2C609). The proposed vendor, Imaging Service Solutions LLC, is the only source able to support the system as currently configured (without requiring software regression), provide coverage for coils and supporting electronics, and deliver service responsiveness consistent with the clinical demands of an actively used MRI in an OR setting.
