About this file

This is a Notice of Intent to sole source a firm-fixed-price maintenance support contract for a Philips MRI Scanner (FL# 105291) located in the Operating Room at the NIH Clinical Center in Bethesda, Maryland. The contract will commence immediately and is being issued under FAR Part 13 Simplified Acquisition Procedures. The National Institutes of Health seeks to maintain the scanner, which reached its End of Service Life on December 31, 2025, after the Original Equipment Manufacturer (Philips) discontinued formal maintenance support. The vendor must provide comprehensive maintenance services including OEM-defined preventive maintenance per manufacturer specifications, all parts and labor for operational maintenance (cryogens, coils, and associated components), remote technical support within four hours of request notification, and on-site response within twenty-four hours during coverage periods (Monday–Friday, 8 AM to 5 PM, excluding federal holidays). The contract requires a minimum 90 percent uptime guarantee during coverage hours, excluding scheduled preventive maintenance and user-caused downtime.

The proposed sole source vendor is Imaging Service Solutions LLC, identified as the only source capable of supporting the system without requiring software regression while maintaining coverage for specialized coils and supporting electronics necessary for clinical demands in an active operating room environment. The contract is classified under Product Service Code J065 (Maintenance/Repair/Rebuild of Medical Equipment) and NAICS Code 811210 (Other Electronic and Precision Equipment Repair and Maintenance). Interested parties may submit comments and evidence of capability to Huda Malik, Contract Specialist, at huda.malik@nih.gov by March 19, 2026 at 12:00 PM EST. The government retains sole discretion to determine whether to compete this requirement based on responses received.

Text version

The purpose of this acquisition is to acquire maintenance support services for the Philips MRI Scanner. The Surgery Operating MRI Section relies on the Philips MRI scanner for CC patient imaging during surgery to provide comprehensive imaging services to the Clinical Center (CC) and NIH Institutes. The Original Equipment Manufacturer (OEM), Philips, designated the system’s End of Service Life (EOSL) as December 31, 2025, and has confirmed that it can no longer provide formal maintenance support, nor time-and-materials service. As a result, OEM support is no longer available. Due to safety and The Joint Commission requirement, the scanner cannot be clinically used without at least preventive maintenance according to the manufacturer’s defined schedule.
