About this opportunity

The Federal Bureau of Investigation (FBI) has issued a Special Notice announcing its intent to negotiate a sole-source, firm fixed-price contract with REMOTEC, Inc. for upgrading existing F6B REMOTEC robotic models to the Spartan model. The contract is specifically for the Critical Incident Response Group (CIRG) and will involve upgrading robotic equipment with new components including an arm, cameras, battery system, tracks, and motor. The FBI currently possesses robots manufactured by REMOTEC, Inc. and requires these upgrades to maintain industry standards and provide technicians with equipment they will encounter in field operations. The procurement will be conducted under the authority of FAR 6.302-1, which allows for a non-competitive acquisition when only one source can meet the government's requirements. REMOTEC, Inc. is identified as the sole manufacturer and distributor of these proprietary robotic parts and upgrade capabilities.

Contractors interested in this opportunity must submit capabilities statements via email to Contracting Officer Victoria McDaniels by Friday, June 6, 2025, at 11:00am CT. The primary objective of this contract is to enhance the FBI's robotic capabilities, enabling safer and more effective deployments and supporting the Hazardous Devices School's training programs. The justification for sole sourcing is based on 41 U.S.C. 3304(a)(1), which permits direct award when a vendor is the only responsible source due to patented products. Market research has confirmed that REMOTEC is the sole US manufacturer of these specific robot parts, with no authorized resellers available. The requisition number for this procurement is SHOP-PR-25-002273, and the contract will support the FBI's ability to train public safety bomb technicians with industry-standard equipment. While the notice is a sole-source intent, the government retains discretion to determine whether to conduct a competitive procurement based on responses received. The contract is classified under NAICS category 334519 for Other Measuring and Controlling Device Manufacturing.
