About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Federal Bureau of Investigation (FBI). The FBI intends to award a sole source, one-time, firm fixed price contract to Remotec Inc. to upgrade existing F6B robot models to the Spartan model for the Critical Incident Response Group (CIRG). The upgrade includes a new arm, cameras, battery system, tracks, and motor, which will enable safer and more effective deployments and allow the Hazardous Devices School (HDS) to train technicians on current equipment they will encounter in the field.
The justification is based on 41 U.S.C. 3304(a)(1), citing Remotec Inc. as the only responsible source due to their patented products. Market research confirmed Remotec is the sole US manufacturer and distributor of these robot parts, with no authorized resellers. The FBI will post a Notice of Intent to Sole Source on SAM.gov and continues to monitor the marketplace for potential future competition. The requisition number is SHOP-PR-25-002273, and the contract will support the FBI's ability to train public safety bomb technicians with industry-standard equipment.

FEDERAL BUREAU OF INVESTIGATION
FINANCE AND FACILITIES DIVISION | PROCUREMENT SECTION
JUSTIFICATION AND APPROVAL (J&A) FOR OTHER THAN FULL
AND OPEN COMPETITION
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IN ACCORDANCE WITH 41 U.S.C. 3304 (A) (1)
Requisition Number: SHOP-PR-25-002273
1. Identification of the agency and contracting activity.
The U.S. Department of Justice, Federal Bureau of Investigation (FBI), National Acquisition Programs Unit (NAPU), has prepared this justification for other than full and open competition for Remotec Inc. Robot Upgrades on behalf of the Critical Incident Response Group (CIRG).
2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.
The FBI intends to award a sole source, one time, firm fixed price award to Remotec Inc to upgrade existing F6B models to the Spartan.
3. A description of the supplies or services required to meet the agency’s needs.
This requirement is for Remotec Inc to provide upgrades to the existing F6B model robot. This product upgrade provides a new arm, cameras, battery system, tracks, and motor. These upgraded features will result in safer, more effective deployments and allow for HDS to instruct technicians on the latest machines that they will see in the field, as opposed to teaching them outdated machinery that will not be present in operations. It is vital that HDS is able to teach technicians on products that they will encounter in the field so they are best suited to respond to crisis.
4. The statutory authority permitting other than full and open competition.
The statutory authority permitting other than full and open competition is 41 U.S.C. 3304 (a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1entitled, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
The required products are peculiar to one manufacturer, Remotec Inc, as they have patented these products.
5. Demonstrate the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.
The Remotec robots are serviced and supported solely by the manufacturer’s products. Only Remotec’s robot parts will provide the required security, technical, functional, and operational requirements that are compatible with the robots currently used and in inventory at the Hazardous Devices School (HDS). If the upgrade was conducted with parts from a different manufacturer's products, the robots would be rendered unusable. The manufacturer can exclusively perform the upgrade from the existing F6B equipment into the Spartan model, utilizing their patented parts.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.
During Market Research, the manufacturer provided a letter confirming that they do not have any US authorized resellers. A Notice of Intent to Sole Source will be posted to SAM.gov.
7. A description of the market research conducted and the results.
Significant market research efforts were conducted to identify vendors by querying the internet, reviewing previous market research reports, and testing and training. Research revealed that this equipment has been reliable in the past and is currently being utilized by other agencies’ units in the field. These products are also in current use in the FBI, last being purchased in FY25. Previous purchases were reviewed during market research, such as 15F06724P000293 and 15F06725P0000096. Additionally, the manufacturer was contacted to verify that they are the sole manufacturer of these products and if they have authorized resellers. They confirmed that they are the sole US seller of these products, and the only manufacturer of these patented parts. In conclusion, Peraton/Remotec, Inc. is the sole source manufacturer and US distributor of the equipment.
8. Any other facts supporting the use of other than full and open competition.
Remotec’s robot parts are required to allow the HDS to continue to operate and train students with equipment, and conduct safe field operations with the highest reliability. The upgrade will allow the HDS personnel the ability to train public safety bomb technicians in the correct usage of this equipment, and on equipment they will encounter in the field, which is industry standard.
9. A listing of any sources that expressed a written interest in the acquisition.
As this has not yet been solicited, no interest has been expressed.

10. A statement of any actions the agency may take to remove or overcome any barriers to competition, if subsequent acquisitions are anticipated.
The FBI will continue to monitor the marketplace to identify any new sources that are capable of meeting this requirement for this and future requirements. For new requirements, the FBI will conduct a thorough review of the marketplace to identify and remove barriers to competition, so that the competition can be achieved to the maximum extent practicable.
