About this opportunity

The U.S. Army Medical Research Acquisition Activity (USAMRAA) has issued a Special Notice announcing its intent to award a sole source, firm fixed price contract to Qiagen LLC on behalf of the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID). The contract is for Qiagen IPA Analysis Match Software, a specialized web-based application designed for comprehensive data analysis across multiple scientific research domains. The procurement will be executed under Federal Acquisition Regulation (FAR) 13.106(b)(1), which allows simplified acquisition procedures for commercial items. Qiagen LLC is the sole identified vendor capable of meeting USAMRIID's specific software requirements, primarily due to its unique software capabilities and extensive knowledge database. The contract will involve renewing five existing software licenses and providing advanced data analysis tools.

The primary objective of this Special Notice is to solicit potential challenges from other vendors who believe they can provide comparable software capabilities. Contractors interested in challenging the sole source designation must submit a detailed capability statement via email to specified government contacts by 1:00 PM Eastern Time on April 21, 2025. The capability statements must include comprehensive evidence demonstrating the ability to deliver equivalent software services and analysis capabilities. Specifically, the government is seeking submissions that can prove comparable functionality to Qiagen's unique features, such as predictive causal network analysis and comprehensive data integration across gene expression, miRNA, SNP microarrays, metabolomics, proteomics, and RNA-seq experiments. Importantly, the government retains sole discretion in determining whether to proceed with the sole source procurement or consider competitive alternatives based on received submissions. The notice emphasizes that mere questions or documentation requests will not be considered valid responses.
