While the government initially intends to award the contract on a sole source basis under Federal Acquisition Regulation (FAR) Part 13.501(a)(1)(ii), they are simultaneously seeking to determine if other vendors can competitively provide these services. The opportunity is categorized under NAICS code 513210 for Software Publishers, with a size standard of $47,000,000. The notice targets software and technology firms that might be capable of delivering similar professional software licensing services.

The government requires substantive information demonstrating capability, including previous experience with similar requirements, relevant certifications, and detailed insights into commercial availability. Specifically, contractors must provide pricing information, market or catalog pricing basis, delivery schedules, standard terms and conditions, and warranty details.
