About this opportunity

The National Institutes of Health's Office of Logistics and Acquisition Operations is soliciting quotations for ArcherDX VariantPlex Next-Generation Sequencing library preparation kits manufactured by Integrated DNA Technologies, Inc. (IDT), with quotations due November 5, 2026 at 9:00 AM EST. Amendment 0001, effective November 2, 2026, replaced the original sole-source approach with a brand-name competitive simplified acquisition, so the OEM and authorized resellers or distributors may all quote. Award will be firm-fixed-price to the lowest-price technically acceptable responsible source. The procurement is not a small business set-aside, and the Set Aside line reads "No Set-Aside Used." The original November 2 response date is superseded.

The contracting office is procuring on behalf of the NHLBI Hematology Branch, which will use the kits to screen over 200 patient samples with aplastic anemia and bone marrow failure syndromes for low-frequency somatic mutations. Required characteristics include the proprietary ArcherDX VariantPlex Anchored Multiplex PCR chemistry, pre-amplification ligation of unique molecular barcodes for error-correcting sequencing, a custom panel of bone marrow failure and clonal hematopoiesis genes, and full compatibility with 150 bp paired-end sequencing on Illumina NovaSeq instruments and the laboratory's Archer Analysis pipeline. Estimated delivery is 4 to 6 weeks after receipt of order. The original notice specifies delivery to Building 10, Room 3E-5216, 10 Center Drive, Bethesda, MD 20892, attention Fernanda Gutierrez Rodrigues, PharmD, PhD. Amendment 0001 specifies FOB Destination with multiple consignees.

Quotations must include unit price, list price, shipping and handling costs, delivery timeframe, F.O.B. point, product descriptions, Unique Entity Identifier, Taxpayer Identification Number, business size certification, and documentation showing the offered item meets all salient characteristics. Offerors must be actively registered in SAM. The acquisition is conducted under FAR 12.603 and is not expected to exceed the simplified acquisition threshold. Amendment 0001 lists FAR 52.204-13, 52.204-18, 52.212-4, and 52.252-2 and HHSAR 352.222-70. Invoices must be submitted through the Invoice Processing Platform and must match purchase order line items under three-way matching. The NAICS code is 325413, In-Vitro Diagnostic Substance Manufacturing, with a 1,250-employee size standard, and the PSC is 6550. Questions and submissions go to Contracting Specialist Nicholas Capobianco at nicholas.capobianco@nih.gov.
