About this opportunity

The National Institutes of Health, Office of Logistics and Acquisition Operations, is acquiring an orthopedic hip replacement procedure and associated care for an NHLBI clinical research protocol participant, with responses due October 22, 2026. This is a non-competitive combined synopsis/solicitation (Solicitation 75N98027Q00012) issued under FAR 12.603 and FAR 6.302-3(a)(2)(ii), with award intended to Suburban Hospital, Inc., 8600 Old Georgetown Road, Bethesda, Maryland 20814.

The acquisition is limited to vendors where the research participant's orthopedic specialist, Dr. Timothy Bhattacharya, holds clinical privileges and is credentialed to perform the procedure, restricting competition to facilities meeting that continuity-of-care requirement. Place of performance is an ambulatory surgical center where Dr. Bhattacharya maintains clinical privileges. The NAICS code is 622110 (General Medical and Surgical Hospitals); the requirement is not set aside for small business, though the small business size standard is $47 million.

Scope includes the hip replacement procedure, implantable device, surgical instruments, operating room access, facility supplies, emergency management, HIPAA compliance, adherence to CMS Conditions for Coverage (42 CFR Part 416) and Maryland state licensure, and Joint Commission or AAAHC accreditation maintenance. Period of performance runs October 22, 2026, through March 31, 2027. Responses must include itemized pricing at Medicare 2026 rates, submitted via the Department of Treasury's Invoice Processing Platform, along with unit and list prices, shipping costs, delivery timeframes, discount terms, F.O.B. point, product descriptions, UEI, TIN, business size certification, and SAM registration confirmation. Award will be firm-fixed-price on a non-competitive basis. The contracting specialist is Nicholas Capobianco, nicholas.capobianco@nih.gov.
