The procurement uses Lowest Price Technically Acceptable evaluation with no restriction on business size; the brand name requirement applies only to specified Hach products and WarrantyPlus service, and Hach Company itself may compete alongside any responsible offeror able to furnish genuine Hach equipment with manufacturer support and turnkey installation responsibility.

Place of performance is Rio Rico, Arizona. All sensors must connect to the existing SCADA system in Building 102. The contractor must provide two separate quotes for wired infrastructure and radio telemetry installation options; radio systems must be point-to-point, FIPS-compliant, TAA-compliant, and isolated from outside networks. Period of performance is 180 calendar days maximum from award, with work restricted to 7:00 AM–3:30 PM, Monday through Friday. NAICS 334513; PSC 6695. Technical proposals receive Acceptable or Unacceptable ratings; award goes to the lowest-priced technically acceptable, responsible offeror.
