About this file
This is a Request for Proposal (RFP) for a turnkey commercial wastewater instrumentation system at the Nogales International Wastewater Treatment Plant in Rio Rico, Arizona. The solicitation is for one firm fixed-price contract requiring the furnishing of a complete Hach brand wastewater process instrumentation package including sensors, controllers, accessories, mounting components, and WarrantyPlus service coverage. The requirement encompasses ten line items covering sensor packages and associated labor for the Headworks, Aeration Basin, Clarifier, UV Building, and RAS (Return Activated Sludge) treatment areas, each priced separately but awarded as a single integrated turnkey contract.
The solicitation is unrestricted as to business size, though it contains a brand name requirement for specified Hach products and services. The Government will use Lowest Price Technically Acceptable (LPTA) evaluation methodology, with technical proposals receiving Acceptable or Unacceptable ratings across six factors: required Hach products and service plans, genuine Hach product and manufacturer support access, installation and integration approach, personnel qualifications and safety, performance schedule, and documentation/warranty/training requirements. Award is anticipated by September 30, 2026. The offer due date is September 18, 2026, at 3:00 PM Mountain Time, with all submissions required exclusively through the U.S. IBWC secure Microsoft SharePoint portal. The contractor must complete all requirements within 180 calendar days from contract award and coordinate work affecting plant operations before beginning. Current pricing totals show $0.00 across all line items, indicating this is a pre-award document awaiting offeror pricing submissions.

PART I. SOLICITATION REQUIREMENTS, OFFER INSTRUCTIONS, EVALUATION, AND BASIS OF AWARD
1. Requirement Summary This solicitation is an unrestricted, brand name commercial acquisition for one complete Hach wastewater process instrumentation package at the Nogales International Wastewater Treatment Plant. The Government intends to award one firm fixed price turnkey contract. The successful contractor will furnish the specified genuine Hach sensors, controllers, accessories, mounting components, WarrantyPlus service coverage, and related materials, and will perform or manage the complete installation, integration, manufacturer startup, calibration, testing, training, warranty activation, documentation, and final turnover required for an operational system.
Competition is unrestricted as to business size. The brand name restriction applies to the specified Hach products and Hach service coverage. The solicitation is not limited to Hach Company as the prime contractor. Hach and any responsible offeror may compete when the offeror can furnish the exact genuine Hach products, required WarrantyPlus coverage and manufacturer support, and accepts responsibility for the complete turnkey requirement.
The Government will use Lowest Price Technically Acceptable evaluation. Technical proposals will receive an Acceptable or Unacceptable rating. The Government will not make a tradeoff and will not assign additional value for exceeding the minimum requirements. Award will be made to the responsible offeror with the lowest evaluated price whose offer is technically acceptable and conforms to the solicitation.
2. Scope of the Turnkey Requirement
1. Furnish every required genuine Hach sensor, controller, mounting assembly, adapter, junction box, cable, accessory, manual, certificate, consumable, and related item identified in the solicitation and technical schedule.
2. Provide and activate every required Hach WarrantyPlus service agreement, including the manufacturer support, startup, calibration, maintenance, repair, parts, travel, technical support, and firmware coverage identified for the applicable instruments.
3. Verify field conditions and interfaces before installation, including mounting locations, access, power, conduit, wiring, grounding, signal interfaces, controller interfaces, communications, and operational constraints.
4. Provide all labor, supervision, tools, access equipment, supports, mounting, plumbing, conduit, power connections, wiring, grounding, terminations, labeling, protection, and restoration required for a complete installation.
5. Coordinate Hach or Hach authorized manufacturer startup, controller configuration, calibration, firmware support, loop checks, signal verification, alarm and output verification, and warranty activation.
6. Perform functional testing, correct deficiencies, demonstrate proper system operation, and protect existing treatment plant equipment and operations throughout performance.
7. Provide operator training and all required turnover documentation, including equipment records, serial numbers, calibration results, loop check records, test reports, training records, warranties, service plan confirmations, manuals, and record drawings.
8. Maintain one point of prime contract responsibility for cost, schedule, subcontractor coordination, quality, safety, system performance, and final acceptance.
Brand name requirement. Products identified by exact Hach model number are required as specified. An offer based on another manufacturer does not satisfy the brand name requirement unless the solicitation is formally amended by the Government. The approved brand name justification will accompany the solicitation.
3. Solicitation Schedule The following schedule identifies the solicitation milestones. All stated submission times are Mountain Time.

6.3 Business and Responsibility Information
1. Legal business name, physical address, point of contact, telephone number, and email address.
2. Unique Entity Identifier and CAGE Code.
3. Confirmation of active SAM.gov registration at the time required by the solicitation and award.

5. Any information specifically requested by the Contracting Officer to support a responsibility determination.
7. Evaluation and Technical Acceptability The Government will evaluate each offer for compliance with the solicitation and will rate the technical submission as Acceptable or Unacceptable. An offer must be acceptable under every technical factor to remain eligible for award.
Technical Factor Minimum Acceptability Standard
Factor 1, Required Hach Products and Service Plans Acceptable when the offer provides every required Hach product, model, quantity, accessory, and WarrantyPlus service plan without an unapproved substitution or omission.
Factor 2, Genuine Hach Product and Manufacturer Support Access
Acceptable when the offer demonstrates the ability to furnish genuine Hach products and obtain the required manufacturer startup, calibration, firmware, technical support, repair, parts, service plan, and warranty activation support.
Factor 3, Installation and Integration Approach Acceptable when the approach addresses the complete mounting, plumbing, electrical, conduit, wiring, grounding, signal termination, configuration, loop check, calibration, testing, restoration, and operational coordination scope required by the solicitation.
Factor 4, Personnel, Qualifications, Safety, and Relevant Experience
Acceptable when the offer identifies qualified personnel and any required licenses and safety qualifications, and demonstrates relevant water or wastewater instrumentation experience sufficient to perform the requirement.
Factor 5, Performance Schedule Acceptable when the schedule is complete, coordinated, and demonstrates the offeror can meet the solicitation delivery, installation, startup, testing, training, and closeout requirements.
Factor 6, Documentation, Warranty, Training, and Turnover Acceptable when the offer confirms compliance with all required documentation, service, warranty, training, testing, record drawing, and final turnover requirements.
Technical rating definitions. Acceptable means the offer clearly meets the minimum requirement. Unacceptable means the offer fails to meet a minimum requirement, omits required information, proposes an unapproved substitution, or otherwise creates a material deficiency that prevents the Government from determining compliance.
8. Price Evaluation The Government will evaluate the total price submitted for the complete requirement. The evaluated price will include all priced items required by the solicitation. The Contracting Officer will determine whether the proposed price is fair and reasonable using competition and other price analysis techniques considered appropriate for the acquisition. If the Government receives only one offer, the Contracting Officer may request or use additional information as necessary to support the price reasonableness determination.
9. Basis of Award Award will be made using Lowest Price Technically Acceptable procedures. The Government intends to award one firm fixed price contract to the responsible offeror that submits the lowest evaluated price among offers rated technically Acceptable and that otherwise conforms to all material solicitation requirements. The Government will not use a tradeoff between price and technical factors. Exceeding the minimum technical requirements will not increase an offeror’s relative standing or justify payment of a price premium.
To be eligible for award, an offeror must satisfy all of the following conditions:
1. The offer conforms to the solicitation and all required amendments.
Consolidated Solicitation | FAC 2026-01 | Page 5
2. The offer provides the complete required Hach brand name products and WarrantyPlus coverage.

6. The offeror maintains the registrations and representations required for award.
10. Performance Schedule and Contract Administration The Contractor shall complete all requirements within 180 calendar days from the date of contract award in accordance with the Performance Work Statement, the equipment schedule, the accepted project schedule, site access requirements, and written direction of the Contracting Officer. The contractor shall coordinate work that may affect plant operations before beginning that work. The contractor remains responsible for subcontractor performance and for completing all delivery, installation, startup, calibration, testing, training, documentation, warranty activation, correction of deficiencies, and final turnover requirements necessary for Government acceptance.
