GENERAL:
The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals on a small business set-aside basis from all interested businesses having the capability to perform the work described below. The solicitation will be issued electronically on the System for Award Management (SAM) website at www.sam.gov. Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please note: Paper copies of the solicitation will not be made available.

DESCRIPTION:
Stehekin, WA is located at the northwestern end of Lake Chelan in the Lake Chelan National Recreation Area. The National Park Service (NPS) owns and operates the Stehekin sewer and wastewater treatment system as part of the North Cascades National Park (NOCA). The sewer collection system serves a lodge with restaurant and gift shop, a visitor center, boat landing and docks with sewer pump out facilities, public picnic grounds, concessionaires, NPS housing and some private residences. The system is highly seasonal with the flows being highest in the summer (May through September) coinciding with peak visitation.
The existing Stehekin WWTP and sewer system were originally constructed between 1974 and 1976. The treatment system is a physical-chemical treatment process that was provided on factory assembled skids. This treatment process is no longer marketed or supported by the manufacturer. It was selected at the time due to the seasonality of the treatment plant operations and challenges with maintaining a biological treatment system during low flow periods. The WWTP has a capacity of 25,000 gallons-per-day. A portion of the treatment plant was replaced in 1985 and the entire system was rehabilitated in 2000. The treatment plant skids now are exhibiting severe corrosion, many of the supporting systems are beginning to fail, along with most of the control systems. Many of the failed components are no longer produced and therefore cannot be replaced. The treatment system is beyond its useful life and needs to be replaced.
This project will replace both the wastewater treatment plant and the associated drainfield disposal system.
Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror’s technical capability in comparison to its price.
Estimated Price Range: Between $5,000,000 and $10,000,000

This procurement is a TOTAL SMALL BUSINESS SET-ASIDE. Responsible small business sources may submit an offer that will be considered. The small business size standard for NAICS 237110 is $39.5 million. Small Disadvantaged Business and HUBZone firms must be certified in accordance with solicitation clause, FAR 52.219-8—Utilization of Small Business Concerns.
