About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is soliciting quotations for yard work services on the NOAA Research Vessel Manta, a 90-foot research vessel currently docked at Texas A&M University in Galveston, Texas. The scope of work encompasses several critical maintenance tasks including annual life raft service, comprehensive alarm system inspection and testing, replacement of saltwater fire-fighting system hose racks and nozzles, overhaul of marine sanitation device tank fittings, potable water tank inspection, and a complete underwater hull inspection performed by a qualified diver. All contractors must be registered in the System for Award Management (SAM) with a valid Unique Entity Identification number and must provide documentation including proof of insurance, conflict of interest statements, and past performance references. The government will evaluate quotations based on technical approach, past performance, and price, intending to award to the responsive responsible quoter providing the best value in accordance with FAR 13.106-2(B)(3). Quotations must be submitted via email to abigail.green@noaa.gov by August 1, 2025, and a site visit is strongly encouraged for interested contractors.
This procurement is designated as a Total Small Business set-aside under the Ship Building and Repairing NAICS code 336611. The work must be performed at the contractor's facility within 50 miles of the vessel's homeport and completed during the specified performance period from September 30, 2025, through March 31, 2026. While no specific contract value is disclosed in the solicitation materials, this is structured as a firm fixed-price purchase order covering multiple discrete yard work tasks. The contractor will be responsible for coordinating all work activities, ensuring vessel safety throughout the project duration, and meeting all applicable American Boat and Yacht Club and U.S. Coast Guard Subchapter T requirements. Technical points of contact include Justin Blake from Cardinal Point Captains and LTJG Desda Sisson from NOAA, with invoices processed through the Invoice Processing Platform and final work acceptance performed by the designated Technical Point of Contact. The government reserves the right to award some or all tasks defined in the statement of work based on their evaluation.
