About this opportunity

The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service, seeks two terrestrial laser scanning systems with associated software, maintenance, training, and licensing, with proposals due August 10, 2026 at 2:00 PM Eastern and questions due August 4, 2026. The procurement is set aside for Women-Owned Small Businesses (WOSB).

Place of performance is Silver Spring, Maryland. The first system must integrate with NOAA's existing Trimble/Applanix POS AV/MV direct georeferencing systems and collect survey-grade 3D data at stand-off distances of at least 2,000 meters from vehicle and vessel-based mobile platforms. The second system must be field portable and transportable on commercial or government aircraft with a minimum stand-off range of 600 meters. Both systems must support high-density point-cloud collection, operate in variable outdoor conditions without continuous internet connectivity, use 1550nm laser sources compliant with United States Laser Eye Safety standards, support static and kinetic collection modes, include hot-swappable battery options, and output data compatible with Trimble Business Center, Spatial Analyzer, Leica Infinity, Terrasolid, LP360, QT Modeler, Global Mapper, and ARCMAP. Equipment must be delivered within 30 days of contract award. The base performance period runs September 1, 2026 through August 31, 2027, covering warranty, maintenance plans, and licensing, with an optional additional year of coverage including technical support, software updates, repair services, replacement equipment availability, calibration services, and U.S.-based support capability.

The contract type is Firm-Fixed-Price. NAICS code 333310 applies, with a size standard of 1,000 employees. The Government will award a single contract to the best-suited vendor and conduct follow-up negotiations on technical and price issues only with that vendor before award. Quoters must submit a non-price business solution (five pages maximum for technical approach and two pages for past performance) and a detailed price quote using the provided template. Evaluation significantly prioritizes the non-price business solution over price, with technical approach weighted more heavily than past performance. Past performance evaluation requires one relevant contract completed within the past three years with at least one year of completed performance similar in size, scope, and complexity.

Notice text

The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA),National Ocean Service (NOS) has a requirement for long range terrestrial lidar systems, associated software, maintenance, training and licensing plans. NOAA is congressionally mandated to survey the national shoreline. The National Geodetic Survey (NGS) requires two terrestrial laser scanning systems capable of collecting survey-grade 3D data at long range (= 2 km) from limited and potentially remote terrestrial vantage points, while maintaining high accuracy and sufficient point density to support emergency response, damage assessment, and geodetic applications nationwide.
