About this file

This is a Statement of Need for terrestrial LiDAR scanning systems required by the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Geodetic Survey (NGS).

NGS requires two terrestrial laser scanning systems with associated hardware, software, accessories, training, and support for high-precision geospatial data collection. The first system must integrate with NOAA's existing Trimble/Applanix POS AV/MV direct georeferencing systems (of which NOAA owns more than 15 units) and be capable of collecting high-precision terrestrial LiDAR data at stand-off distances of at least 2,000 meters for vehicle and vessel-based mobile platforms. The second system must be field portable and transportable on commercial or government aircraft, with a minimum stand-off range capability of 600 meters. Both systems must support high-density point-cloud collection suitable for structures and shoreline documentation, operate in variable outdoor conditions without continuous internet connectivity, and feature standard tripod mounting with available platform-specific mounting options. Systems must comply with United States Laser Eye Safety standards using 1550nm laser sources, support both static and kinematic collection modes, include hot-swappable battery options, and provide documented vessel-mounted workflows. Data output must be compatible with industry-standard software including Trimble Business Center, Spatial Analyzer, Leica Infinity, Terrasolid, LP360, QT Modeler, Global Mapper, and ARCMAP.

The Government requires one base year of hardware and software maintenance, licensing, and support upon delivery, with an optional additional year of coverage including technical support, software updates, repair services, replacement equipment availability, calibration services, and U.S.-based support capability. Delivery location is specified as 1315 E-W Highway, SSMC-3 RM 8317, Silver Spring, Maryland 20910. Vendors must identify all required recurring licenses, maintenance plans, training options, and provide comprehensive documentation for field operation and processing workflows.

Terrestrial LiDAR Scanners for the

National Geodetic Survey

Statement of Need

1. Introduction and Background

The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service

(NOS), National Geodetic Survey (NGS), requires long-range terrestrial LiDAR scanning systems to support high-precision geospatial data collection for emergency response, shoreline and infrastructure mapping, geodetic applications, and other field operations nationwide. NGS supports core hydrographic and geospatial missions and also performs rapid-response data collection following natural and manmade disasters.

NGS requires terrestrial LiDAR capability to collect high-resolution three-dimensional data from limited or constrained observation points where close occupation of the target is unsafe, impractical, or impossible. This includes stand-off scanning of bridges, ports, shoreline structures, coastal features, transportation infrastructure, and other critical sites. The required capability must also support data collection from mobile platforms, including ships and other vessels, when mission conditions, access limitations, or safety considerations make vessel-based terrestrial scanning necessary. The systems must integrate with current NOAA direct geoferencing sytems and software workflows.

NGS intends to use the required LiDAR systems for responding to events such as the terrorist attacks of 9/11 and more recently the Francis Scott Key Bridge Allision to assess the situations and enhance decision-making.

NGS is authorized to conduct the surveying, geodetic, and hydrographic work supported by terrestrial LiDAR systems under the Coast and Geodetic Survey Act of

1947, which authorizes hydrographic and topographic surveys, geodetic-control surveys, and related geophysical measurements for safe navigation and engineering and scientific purposes, 33 U.S.C. § 883a. NOAA’s hydrographic authorities also expressly define hydrographic data to include information acquired through lidar, remote sensing, shoreline and coastal surveying, and geodetic and geospatial measurements, and define hydrographic services to include the management and dissemination of shoreline, geodetic, and geospatial information, 33 U.S.C. § 892(3)–(4).

The Government seeks commercially available terrestrial laser scanning systems and associated software, accessories, training, and support needed to collect, process, and deliver high-precision terrestrial LiDAR data for operational use.

2. Requirements

The Government has a need for two terrestrial laser scanning systems, including all hardware and software components needed to collect, register, georeference, process, and export terrestrial LiDAR data that can be ingested into NOAA and partner geospatial processing environments.

The first system must be able to integrate with current direct georeferencing system NOAA is invested, specifically Trimble/Applanix POS AV/MV systems which NOAA has more than 15, for both vehicle and vessel-based platforms. The second system must be field portable and small enough to be transported on commercial or government aircraft.

The Government seeks scanner systems capable of meeting the following minimum requirements:

Long-Range Terrestrial LiDAR System Requirements

• The system shall be a terrestrial laser scanner suitable for outdoor survey and mapping applications.

• The first system shall be capable of collecting high-precision terrestrial LiDAR data at stand-off distances of at least 2,000 meters under manufacturer-published operating conditions.

• The second system shall be capable of collecting high-precision terrestrial LiDAR data at stand-off distances of at least 600 meters under manufacturer-published operating conditions.

• The system shall be capable of collecting high-precision terrestrial LiDAR data on mobile platforms, including ships and other vessels.

• The system shall have manufacturer-published range accuracy suitable for high-precision geospatial and engineering applications.

• The system shall support high-density point-cloud collection suitable for detailed documentation of structures, shorelines, and other geospatial features.

• The system shall be suitable for deployment by a small field crew and transport in standard field vehicles.

• The system shall support operation in variable outdoor environmental conditions, including complex terrain and changing visibility conditions.
