About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) is conducting market research to identify potential sources for maintenance, system support, and licensing of a Leica Chiroptera-5 topographic/bathymetric lidar system used by the National Geodetic Survey's Remote Sensing Division. The agency requires a comprehensive Customer Care Package (CCP) Gold level support for hardware and software maintenance to support its Coastal Mapping Program, which involves updating nautical charts, conducting emergency response activities, and performing coastal monitoring. Contractors must be licensed by the manufacturer to provide maintenance and software licensing for the specific equipment, with responses limited to 10 pages and due by 11:00am ET on February 24, 2025. Submissions must include company information, SAM Unique Entity ID, socioeconomic status, point of contact, and a detailed explanation of capabilities, with standard brochures being explicitly excluded from consideration. The opportunity falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $34 million.

The pre-solicitation notice does not indicate a specific set-aside for small businesses, despite providing the small business size standard. The contract requires support for a specific Chiroptera-5 System (Serial Number: 5937) and includes provisions for one full year of support with four additional option years for maintenance and licensing. Technical support must be available 24/7 with a 12-hour response time to the Aircraft Operations Center in Lakeland, Florida, and vendors must be able to resolve technical issues within 24 hours or provide loaner equipment. The system supports critical national mapping and navigation safety missions, requiring precise maintenance of hardware components including the sensor head, control system, peripherals, and associated software packages such as Leica LIDAR Survey Studio and Novatel Inertial Explorer. While no specific award value is mentioned, the comprehensive nature of the support suggests a significant ongoing technical services commitment from the selected vendor.

**THIS IS NOT A REQUEST FOR QUOTATION**

This Sources Sought Notice is for market research purposes only. The National Oceanic and Atmospheric Administration (NOAA) is congressionally mandated to survey the National Shoreline and nearshore bathymetry. Currently, the National Geodetic Survey (NGS), Remote Sensing Division (RSD) utilizes a Leica Chiroptera-5 topographic/bathymetric lidar system to support the Coastal Mapping Program (CMP) safety of navigation mission to update NOAA Nautical Charts and perform other tasks. In order to provide tidal-datum-based shoreline and nearshore bathymetry as efficiently and effectively as possible for a wide variety of project sites, NOAA requires the capability to collect seamless, high- resolution elevation data on both sides of the land water interface, including in the marine nearshore zone to a minimum depth of 5 meters. The government requires continued support services, maintenance, and licensing of a Leica Chiroptera-5 topographic-bathymetric lidar system and associated software.

A full description of the specifications and requirement is provided in the draft Statement of Work. Additionally, requirements for responses to this notice are included in the attached Sources Sought Notice.
