About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), specifically the Office of Marine and Aviation Operations, is seeking to procure 18 marine displays for two new constructed vessels through a Request for Quotation (RFQ). The procurement includes 14 Marine Grade 24" IP-65 Marine Displays with sunlight-readable LED/LCD technology and 4 Marine Grade 26" LCD Bridge Monitors, all of which must be IMO compliant. The government will award a firm-fixed-price contract using a Lowest Price Technically Acceptable (LPTA) evaluation method, which means vendors will be assessed primarily on meeting minimum technical requirements and offering the lowest price. Offerors must submit their quotes electronically by February 3, 2025, at 12:00 AM Eastern Time, with all questions required to be submitted in writing by January 29, 2025. The anticipated contract award date is February 17, 2025, and vendors must be registered in the System for Award Management (SAM) to be considered.
The solicitation is a 100% small business set-aside under NAICS code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a size standard of 1,350 employees. Delivery of the marine displays is required within 30 days after receipt of order to the Gemeco Warehouse located at 202 Industrial Blvd in Houma, Louisiana. While no specific incumbent or current contractors are mentioned, the contract is specifically for outfitting two new NOAA AGOR Variant (NAV) class vessels being constructed by Thomas Sea Marine. Vendors must provide detailed technical documentation demonstrating compliance with specific requirements, including resolution, contrast ratios, brightness levels, and operational temperature ranges. The monitors must meet rigorous environmental, shock, and vibration standards and have a minimum mean time between failures (MTBF) of 30,000 hours.
