About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is preparing to procure one ship set of propellers for the NOAA Ship Ferdinand R. Hassler, with capability statements due June 12, 2026 at 10:00 AM Eastern Time. This is currently a sources-sought engagement for market research; a formal solicitation is anticipated to follow.
The propellers must be manufactured to NAVSEA Drawing 245-8445988 specifications: 90-inch diameter, 5-blade design, left-hand and right-hand units, constructed from Nickel Aluminum Bronze ABS Type 2 material with a standard SAE 6.4583-inch bore, 16-inch hub length, and anti-singing edges. Propellers may be monobloc or bolt-on style. Manufacturing must occur within the United States by an ABS-certified foundry; bidders must provide ABS certification and authorized supplier status documentation if applicable.
The contractor must obtain ABS drawing approval with NOAA oversight, provide ABS survey during manufacturing, manufacture edge gauges for inspection, and deliver propellers preserved and packaged per MIL-DTL-2845E Level A for long-term storage. Quality assurance requires the Contracting Officer Representative and ABS witness nondestructive testing via dye penetrant and static balance testing. The contractor must also provide monthly storage rates at a facility capable of loading propellers onto transport vehicles; NOAA will coordinate pickup and transport.
Responses should be capability statements (not formal proposals) submitted to Contract Specialist Malena Taylor at Malena.Taylor@noaa.gov. The NAICS code is 332999 (All Other Miscellaneous Fabricated Metal Product Manufacturing), with a small business size standard of 750 employees. No set-aside is anticipated.
