About this file

This is a Statement of Work for propeller procurement for the NOAA Ship FERDINAND R. HASSLER.

The government seeks to procure one ship set of propellers consisting of one left-hand and one right-hand unit manufactured to specifications outlined in NAVSEA Drawing 245-8445988. The propellers must be 90 inches in diameter with 87.05 inches pitch at 0.70R, feature 5 blades, 0.6 EAR (Expanded Area Ratio), and be constructed from ABS Type 2 or Type CF-3 material. Additional specifications include a 6.4583-inch standard SAE bore, 16-inch hub length, puller holes, anti-singing edges, and Class I tolerance. Propellers may be either monobloc style or bolt-on configuration, with the keyway aligned to blade center axis of blade #1. Manufacturing must occur within the United States by an ABS-certified foundry, with bidders required to provide ABS certification and, if applicable, certification of authorized supplier status. The proposal must include ABS drawing approval with NOAA project oversight, ABS survey during manufacturing, and detailed propeller drawings specifying radius, pitch, section pitch, blade chord length, track, VTI, NDT results, and material composition.

Additional deliverables include manufacturing one set of edge gauges for inspection, providing scrap credit for two existing propellers to be shipped by NOAA following final acceptance, and preserving and packaging both propellers for long-term storage per MIL-DTL-2845E Level A. The contractor must provide monthly storage rates at a facility capable of loading propellers onto transport vehicles, with NOAA responsible for pickup and transport coordination. Quality assurance requires notification to the Contracting Officer Representative (COR) at least two weeks before final acceptance, with COR and ABS witnessing nondestructive testing via dye penetrant and static balance testing.
