About this opportunity

The Defense Advanced Research Projects Agency seeks proposals through a Broad Agency Announcement for Phase 1 of the No Manning Required Ship program. Phase 1 will explore conceptual and preliminary designs for an unmanned surface ship capable of autonomous operation at sea without human intervention or maintenance from conceptual design review through preliminary design review. Proposals are sought under two tracks, with proposals for Track A due April 2, 2020 and abstracts for Track B due February 14, 2020. Proposals will be evaluated based on technical approach, management approach, and cost.

The solicitation has no set-aside designations. It falls under NAICS code 541715 for research and development in physical, engineering, and life sciences and PSC code R408 for advanced technology development. Multiple awards are anticipated for both tracks, with the total budget for Track A set at $31 million over nine to eighteen months and Track B set at $10 million over fourteen months. Proposers are asked to demonstrate designs maximizing performance without human constraints to enable long endurance, at-sea refueling without onboard humans, and depot-based maintenance.

Update #2 · Latest ·

The No Manning Required, Ship (NOMARS) program will design, build, and field test an unmanned surface ship that can operate autonomously for long durations at sea with no human interventions or underway maintenance. NOMARS will challenge the traditional naval architecture paradigm by starting with a clean-sheet ship design process that eliminates design considerations associated with crew. NOMARS is a two-phased program, but this BAA seeks full proposals for Phase 1 (comprised of two tracks) only. This period will explore the NOMARS design space from Conceptual Design Review (CoDR) through Preliminary Design Review (PDR) and system definition.
