About this opportunity
The U.S. Army Capability Program Executive for Simulations Training and Instrumentation (CPE-STRI) has issued a Special Notice for a no-cost bailment contract related to the Soldier Virtual Trainer (SVT) program. Published by the Department of the Army Materiel Command Contracting Command Orlando Contracting Center on February 4, 2026, this Special Notice seeks qualified vendors willing to develop Virtual Marksmanship Simulator components compatible with the Army's Next Generation Squad Weapons (NGSW) systems. The government will loan advanced weapons systems and technical data to select contractors at no cost under a bailment agreement. The opportunity has been updated multiple times since its original posting, with the most recent update on March 13, 2026, extending the deadline to April 15, 2026, and expanding the equipment available to include M7 NGSW Carbine Variants in both live and demilitarized versions.
The primary objective of this initiative is to accelerate development of drop-in-kits and surrogates that replace internal components of the M7 and M250 weapons, enabling simulated firing and operation within the SVT training simulator. Interested vendors must be willing to self-fund all development work using their own Independent Research and Development (IRAD) funds, with the government providing no financial support. Key requirements include maintaining a SECRET-level Facility Clearance, employing only cleared personnel with valid need-to-know access, obtaining Federal Firearms Licensee status, and adhering to comprehensive security protocols and export control compliance. Eligible contractors must complete and submit the Company Information and Assertions form (Att_01) by April 15, 2026, at 11:00 a.m. EST, and formally accept the bailment agreement terms, which establish a 12-month initial term with the government retaining all title and the contractor assuming liability for the loaned equipment valued at replacement cost.

The US Army, Capability Program Executive – Simulations Training and Instrumentation (CPE-STRI), Soldier Virtual Trainer (SVT) has a requirement to build a Virtual Marksmanship Simulator that is compatible with the US Army Next Generation Squad Weapons (NGSW), which include the M7 and M250 weapons and the XM157 Fire Control Smart Scope. The Program Manager for SVT team seeks to accelerate the development of the SVT components like a surrogate and / or weapon “drop-in-kit”, which replaces some of the internal components of the M7 and M250 with components that will allow simulated firing and functioning of the weapons in the SVT training simulator. To accomplish this, PM-SVT feels it is advantageous for CPE-Soldier to loan the NGSW systems to select vendors under a no-cost contract - bailment agreement. Vendors must be willing to self-fund the development of these drop-in-kits or surrogates without any government funding.
Vendors who have the capability to and intend to expend Independent Research and Development (IRAD) funds for the development of a surrogate M7 and/or M250 NGSW and are willing and able to adhere to the language in the bailment language attachment, are encouraged to reply with the information found in attachment 1. Vendors will find a template of the actual Bailment Agreement language that must be agreed to and accepted by the vendor.
Responses are requested before 3/5/2026 11:00am and this Notice will expire 3/5/2026 with no further submissions accepted.
