About this opportunity
Norfolk Naval Shipyard (NNSY) is conducting market research for a Nuclear Radiation and Protection Technologist (NRRPT) Exam Review course through this sources sought notice issued by the Department of the Navy Naval Sea Systems Command. The procurement seeks qualified contractors capable of providing a comprehensive 5-day training course for approximately 30 trainees from the NNSY Radiological Support Division, scheduled for August 4-8, 2025, at the Norfolk Naval Shipyard in Portsmouth, Virginia. The contract requirements include providing two qualified instructors, NRRPT exam registration and fees for 30 students, 30 copies of the required textbook "Radiation Protection: The Essential Guide for Technologists," daily quizzes and practice examinations, and travel and lodging arrangements for the instructors. The government anticipates issuing a Firm Fixed Price contract under NAICS code 611691 (Exam Preparation and Tutoring) and PSC code U009 (Education/Training - General). Interested contractors must submit capability statements by July 10, 2025, at 11:00 AM EST, demonstrating their ability to perform 100% of the required services and including company identification information, socioeconomic status if applicable, and comments on the NAICS determination.
This opportunity does not utilize any set-aside designations and is open to all qualified contractors regardless of size. No incumbent contractors or current service providers are identified in the notice, suggesting this may be a new requirement or the government is seeking to evaluate all available market options. While no specific contract value or budget range is disclosed, the scope includes significant components such as exam fees for 30 participants, textbooks, instructor travel and lodging, and professional training services over a 5-day period. The performance period is established as the date of award plus 5 days, with the training specifically scheduled for the first week of August 2025. The contract structure emphasizes safety compliance with Federal and State OSHA guidelines, particularly regarding hazardous energy control and shipyard entry procedures, reflecting the specialized nature of the nuclear radiation protection training environment.
