About this opportunity
The Norfolk Naval Shipyard (NNSY) is soliciting proposals for a five-day NRRPT (National Registry of Radiation Protection Technologists) Exam Review Training course to be delivered to approximately 30 trainees from the Radiological Support Division. This commercial requirement under FAR Part 13.5 will be awarded as a Firm Fixed Price single award contract with a period of performance from August 4, 2025 through August 8, 2026. The contract includes NRRPT exam registration and fees for 30 students, 30 copies of the required textbook "Radiation Protection: The Essential Guide for Technologists," daily quizzes and practice examinations, and travel and lodging for two instructors. Award will be made to the technically acceptable service that results in the lowest aggregate price to the Government. All questions must be submitted by July 18th, 2025 at 10:00 AM EST, with responses posted by July 21st, 2025, and all quotes due by July 23rd, 2025 at 10:00 AM EST to Jordan Moore at jordan.e.moore.civ@us.navy.mil.
This procurement is designated as a 100% Total Small Business set-aside under NAICS code 611691 (Exam Preparation and Tutoring) with a size standard of $12,500,000. The Statement of Work indicates this is a brand-new project, with no incumbent contractor mentioned, though previous similar services were contracted below the mandatory award level. The training will be conducted at Norfolk Naval Shipyard in Portsmouth, Virginia, specifically scheduled for August 4-8, 2025. Contractors must provide comprehensive documentation including completion of Standard Form 1449 with pricing for CLINs 0002, a Technical Capability Statement, and an OPSEC Plan due to the sensitive nature of work at the naval facility. All students have already submitted their NRRPT applications, with three students currently scheduled for retakes, and the contractor will be responsible for payment and late registration fees as part of the contract requirements.
