About this opportunity
The Department of the Navy Naval Sea Systems Command seeks procurement of 10 cutting shields manufactured to drawing 2370.2-7446, with quotations due June 4, 2026. The procurement is a total small business set-aside, limiting competition to firms meeting the 332999 NAICS code small business standard of 750 employees or fewer.
Place of performance is Portsmouth, Virginia 23709. The cutting shields must be fabricated per specified attachments with all carbon steel components conforming to ASTM A106 Grade B, ASTM A53 Grade B, or API Grade B. Shielding material must provide a Tenth Value Layer of 2 inches or greater. All welds must comply with AWS D1.1 standards with mandatory Non-Destructive Testing and Visual Testing inspections. The assembly requires a matte black powder coating. Fabrication Note 7 requires extensive torque testing and inspection of 1/2"-13UNC-2B X 1" tapped holes with SAT go/no-go gauge verification, post-load Visual and Magnetic Particle testing per NAVSEA Technical Publication T9074-AS-GIB-010/271 and MIL-STD-2035 criteria. A mercury-free clause applies.
Contractors must submit a Technical Capabilities Statement certifying that items meet or exceed all specifications with no exceptions, a Certificate of Compliance, and certified test reports covering MIL-STD-2041 Rev F compliance, Table 2 attributes testing, torque test results, go/no-go gauge checks, and NDT reports. Award is on a firm fixed-price basis to the technically acceptable offeror with the lowest aggregate price. Evaluation criteria include technical submission compliance with specifications, price, and past performance measured by the Supplier Performance Risk System. Technical acceptability requires meeting all identified requirements; failure to meet any requirement renders the quotation unacceptable. All deliveries must be made to Norfolk Naval Shipyard Building 276 Monday through Friday from 0700 to 1630 local time with FOB Destination terms. Quotes remain valid for 60 days. Questions must be submitted by June 4, 2026.
