About this opportunity
The Indian Health Service seeks hospitalist physician services (Internal Medicine or Family Medicine) at Northern Navajo Medical Center in Shiprock, New Mexico, with quotes due September 11, 2026, at 3:00 p.m. MDT. The procurement is set aside 100% for Indian Small Business Economic Enterprises (ISBEE).
Two full-time equivalent positions are available under two scheduling options: 1.0 FTE with a six-month base period and four six-month option periods (1,040 hours per period), or 0.75 FTE with a twelve-month base period and two twelve-month option periods (1,560 hours per period). Place of performance is Shiprock, New Mexico. Period of performance begins September 28, 2026.
Qualification requirements include 36 months of physician experience with a minimum of 12 months in inpatient hospitalist care, a current valid unrestricted medical license in any U.S. state or territory, and active board certification in Internal Medicine (ABIM) or Family Medicine (ABFM). The contractor must hold current Basic Life Support and Advanced Cardiac Life Support certifications, proof of required immunizations (Rubella, Mumps, Measles, Hepatitis B, varicella, Tdap, tuberculosis testing, and influenza vaccination), and documented fitness for duty. The contractor cannot have a history of license suspension, restriction, revocation, employment denial, clinical privilege denial, or charges related to sexual misconduct, violent crimes, DUI, or illegal drug use. The contractor must demonstrate English language proficiency, basic computer skills, and cultural awareness of American Indian and Alaska Native practices.
Work includes comprehensive inpatient hospitalist care across Emergency Room, General Medicine, Intensive Care Unit, Med/Surg, and Pediatrics wards; bedside procedures (lumbar punctures, paracentesis, thoracentesis, joint aspirations, central line placement); and occasional nursing home coverage. Standard schedule is 12-hour shifts (7:30 AM to 7:30 PM), typically 7 days on and 7 days off, or 3–4 contiguous shifts per 28-day period equaling 14 shifts.
Medical liability insurance of $1 million per claim and $3 million aggregate is required. Offerors must be registered Indian Economic Enterprises and submit IEE representations. Submission requires three PDF volumes: Volume 1 (administrative documents and representations), Volume 2 (technical capability, key personnel resumes, certifications, proof of liability insurance, project schedule, and retention plan), and Volume 3 (detailed pricing with hourly rate breakdown). Evaluation weighs technical capability and approach, capability to meet the period of performance schedule, and price. All pricing for base and option contract line items must be quoted or the quote will be deemed non-responsive. The contractor operates as an independent contractor under a non-personal services contract and must execute a HIPAA Business Associate Agreement.
