About this opportunity

The U.S. Fish and Wildlife Service Southwestern Native Aquatic Resources and Recovery Center (SNARRC) seeks repair and testing of its fire alarm system, with proposals due August 26, 2026 at 5:00 PM Eastern Daylight Time. This is a 100% Small Business set-aside with firm-fixed pricing.

Place of performance is SNARRC, located at 7116 Hatchery Road, Dexter, New Mexico 88230. Period of performance runs September 15 through November 30, 2026. The scope requires replacement of an obsolete EST Model LSS1 fire alarm control panel with a new, currently supported panel compatible with existing system components, comprehensive inspection and testing of the entire fire alarm system, identification of deficiencies, itemized cost estimates for additional repairs, and authorized corrective work. All work must comply with NFPA 72 and applicable New Mexico fire and building codes. The contractor must be licensed in New Mexico, hold NICET Level II or higher certification in fire alarm systems, and demonstrate experience with commercial fire alarm system inspection, repair, and certification. Deliverables include an inspection and deficiency report, itemized repair cost estimate, detailed repair documentation, final system test report, fire alarm system certification, and updated as-built documentation in PDF and hard copy format. The contractor must provide a minimum one-year warranty covering defects in workmanship and materials, with response to warranty issues within 48 hours.

Pricing is structured as lump sum line items for panel replacement, system inspection and testing, deficiency report preparation, and final testing and certification, plus hourly rates for additional repair labor and itemized costs for replacement parts and materials. Prevailing wage rates apply under Wage Determination 2015-5455, Revision 30 for Chaves County, New Mexico. Award will be made to the contractor demonstrating best value based on ability to meet specifications, past performance on similar scope and complexity work, and price, with conformance to specifications weighted more favorably than price alone.
