About this opportunity

The Federal Highway Administration's Central Federal Lands Highway Division seeks geotechnical drilling services for the Gallinas Canyon Road reconstruction project in San Miguel County, New Mexico, with quotations due September 3 and technical questions due August 25. The procurement is set-aside for small business, and performance runs September 14 through November 1.

Place of performance is Montezuma, New Mexico. The scope requires nineteen planned boreholes—twelve for corridor characterization and seven for bridge investigation—to support 30% design and cost estimation for a 6-mile roadway reconstruction. Services include drill-to-refusal (approximately 335 linear feet), HQ3 core drilling (210 linear feet), sixty-seven standard penetration tests, pavement restoration at nineteen locations, plugging (545 linear feet), and water truck operations. Contractors must furnish mobilization and demobilization, stand-by rates, crew travel, per diem, traffic control warning signage in accordance with MUTCD standards, and miscellaneous supplies including fourteen five-gallon buckets with lids and fourteen core boxes. Contractors must provide their own water procurement and drilling mud disposal, request utility clearances, and maintain continuous access for residential traffic during designated timed windows. Access constraints exist at borehole BH26-11 (environmental clearance pending, with alternate BH26-11A available) and load restrictions at Bridge 2 (22–40 tons depending on truck type). The NAICS code is 541380 with a $19 million industry size standard. Compensation is fixed-firm price by contract line item upon successful completion and government acceptance, with milestone payments available upon request. Amendment A001 (posted August 27) revised the Schedule of Services and borehole details; binding questions-and-answers clarifications (posted August 26) confirmed core drilling quantity as 210 linear feet and defined limited traffic control obligations. Quotations must be submitted electronically as single PDF files not exceeding 10 megabytes.

These boreholes fall into two categories: corridor characterization and bridge investigation.

Project Locations and Descriptions: The Federal Highway Administration (FHWA), Central Federal Lands Highway Division, and the Forest Service are partnering to reconstruct a portion of FR 263, Gallinas Canyon Road.
