About this file

This document is Amendment A001 to solicitation 6982AF26Q000019, issued by the Federal Highway Administration's Central Federal Lands Highway Division on August 27, 2026, for geotechnical drilling services on Gallinas Canyon Road in New Mexico (Project Number NM FS SNTFE310 263(1)).

The amendment revises the Schedule of Services (pages 4-5), Table 2 borehole exploration details (page 9), and supporting technical information (pages 13-20). The project requires a combination of drill-to-refusal (DTH) and HQ3 core drilling to advance 10 boreholes across approximately 14 feet wide roadway featuring paved and unpaved surfaces. Contractors must provide truck-mounted drilling equipment, though access constraints exist at borehole BH26-11 (pending environmental clearance with alternate location BH26-11A available) and load restrictions at Bridge 2 (22-40 tons depending on truck type). Services include mobilization/demobilization, approximately 335 linear feet of DTH drilling, 210 linear feet of core drilling, 67 standard penetration tests (SPT), pavement restoration (19 locations), plugging (545 feet), water truck provision (11 days), drill crew travel, per diem, traffic control signage, sample collection supplies, and miscellaneous materials. The period of performance runs from September 14, 2026, through November 1, 2026. Contractors are responsible for procuring water, collecting/disposing drilling mud or slurry, requesting utility clearances, and providing 14 five-gallon buckets with lids and 14 core boxes. Davis Bacon wages are not applicable. Compensation is fixed-firm price (FFP) per contract line item (CLIN 00101) upon successful completion and Government acceptance, with milestone payments available upon request.

Notes:

- *The proposed location for BH26-11 is currently pending environmental clearance. In the event that this site is not approved, BH26-11A has been identified as an alternate location.

- Footages are assumed and may be adjusted during drilling based on subsurface conditions.

- Exploration locations may be adjusted during drilling based on drill rig accessibility and passage of traffic.

NM FS SNTFE310 263(1) Gallinas Canyon Road

Drill Rig Accessibility:

Gallinas Canyon Road measures approximately 14 feet wide in most locations and features a mix of paved and unpaved surfaces. The majority of the boreholes lie within the existing roadway; therefore, it is anticipated that a truck-mounted rig will be adequate. The one exception is BH26-11, which lies off the main alignment. Accessing this location requires traversing a grassy, lightly forested, and moderately sloping hillside. As mentioned in Table 2, the proposed location for BH26-11 is currently pending environmental clearance. Should this location not be approved, BH26-11A will be advanced within the existing roadway. Photos of the roadway are presented below Figure 7 to aid in drill rig selection.

Site access is also subject to structural load limitations at Bridge 2. Legal posting values for this structure are limited to 22 tons for Type 3 trucks, 36 tons for Type 3S2 trucks, and 40 tons for Type 3-3 trucks. The load evaluation and posting data for this structure are presented in Figure 7 below for reference. The type of drill rig is to be determined by the drilling contractor.

Traffic Control:

Limited traffic control is required for this project. While active traffic control measures such as flaggers or pilot cars are not required, the Contractor must furnish, post, and maintain advance warning signs in accordance with the MUTCD and project specifications. Additionally, although the corridor is currently closed to the public, private residences are located along the route. The contractor must maintain safe, continuous access to local residential traffic during timed windows. The project team is currently evaluating timed closures (e.g., 6:00 AM – 8:00 AM, 9:00 AM – 12:00 PM, 1:00 PM – 5:00 PM, and 6:00 PM – 7:00 PM) to accommodate drilling operations. These closures remain unconfirmed and will require coordination between FHWA, the USFS, and the drilling contractor once a schedule has been determined.

Water Access:

Water for drilling operations will not be provided. Procuring water is the responsibility of the drilling contractor.

Cleanliness of Site and Environmental Impact:

It is allowable to backfill the completed borings with dry cuttings from drilling. It is the responsibility of the drilling contractor to collect and dispose of any drilling mud or slurry. It may be prudent to bring bags of bentonite, or similar material, if insufficient drill cuttings are produced to completely backfill the borings. An asphalt pavement patch must be applied to cover all borings advanced through pavement after the borehole is backfilled. All contractors working on public lands will follow the applicable agency’s rules and guidelines pertaining to environment and cleanliness.

Utility Locates:

The drilling contractor is responsible for requesting public utility clearances. FHWA has provided coordinates for the approximate borehole locations and can provide additional location details if requested.

Borings and Sampling:

A combination of DTH and HQ3 core drilling (or other) will be used for the subsurface exploration. The contractor may propose alternative drilling methods provided that SPT samples are collected in the overburden and continuous core samples are collected from the bedrock.

The geotechnical borings will be advanced with a combination of DTH and HQ3 core drilling (or other).

SPT samples will be collected at five (5) ft intervals within the overburden soil. The SPT sampler will be provided by the contractor. If an obstruction (i.e., cobble, boulder) is located at the five-foot interval, and the sampler refuses to advance, drilling will commence, and a sample will be taken as soon as the hole passes the obstruction. Hammer calibration must be within 1 year of the date drilling is performed.

Grab samples will be collected if significant changes in the subsurface are noted between drive samples.

Photos will be taken of all drive samples. The soil samples will be sealed and labeled in double bagged 1-gallon sample bags.

If/when DTH refusal is met, or rock is encountered in the geotechnical boring, the boring will be advanced using HQ3 wireline tooling (or other). The coring method must have the ability to advance through gravels, cobbles, and boulders in the overburden as well as bedrock such as granite and pegmatite.

NM FS SNTFE310 263(1) Gallinas Canyon Road

The drilling contractor will provide 14 5-gallon buckets with lids for sample collection and 14 core boxes.

FHWA will provide personnel on-site to determine the boring locations and depths, log the borings, and collect samples. The period of performance shall begin on September 14th, 2026, and shall end on November 1st, 2026 unless terminated earlier or extended in writing by mutual agreement of both parties. Please provide costs pertaining to the following:

1. Mobilization/Demobilization (Lump sum).

2. DTH drilling rate (per foot). Estimate 335 linear feet.

3. HQ3 core drilling rate (per foot). Estimate 210 linear feet.

4. SPT sample rate (each). Estimate 67 SPT samples.

5. Stand-by rate due to weather (please provide an hourly rate less than drilling rate to be paid if needed).

6. On-site move rate (please provide an hourly rate less than drilling rate to be paid if needed).

7. Per diem based on CONUS (daily rate per person) (https://www.gsa.gov/travel/plan-book/per-diem-rates).

8. Rough estimate of misc. expenses (14 core boxes, 14 buckets with lids, bentonite, etc.).

9. Water truck or trailer with an appropriate capacity to handle the drilling conditions and an adequately powered pump (daily rate).

10. Traffic Control (signs and cones to define work area) (lump sum).

11. Business Classification, and DUNS Number.

11. Other notable items: Davis Bacon wages are not applicable as this is a service contract and not a construction contract. Work schedule to be determined but 10 to 12-hour days likely.

An example pay item list is attached.
