About this file
This is a Questions and Answers document for federal contract opportunity 6982AF26Q000019, issued by the New Mexico Forest Service for the SNTFE310 263(1) Gallinas Canyon Road project, dated August 26, 2026.
The document addresses three clarifications received from potential offerors between August 19-25, 2026. First, regarding a quantity discrepancy for core drilling services, the government confirmed that offerors must use 210 linear feet of HQ3 core drilling for pricing and evaluation purposes, resolving a conflict between the Part II Schedule of Services and the detailed scope. Second, the government clarified that limited traffic control is required despite not appearing explicitly in the Statement of Work, specifying that while active measures such as flaggers or pilot cars are not necessary, contractors must furnish, post, and maintain advance warning signs in accordance with MUTCD standards and project specifications, and must maintain safe, continuous access for local residential traffic during timed windows since private residences exist along the corridor. Third, the government approved extending working and closure hours from one hour before dawn to one hour after dusk, contingent upon preservation of dedicated access windows for residents. These clarifications are binding amendments to the solicitation requirements for all offerors.
