About this opportunity

The Federal Highway Administration is seeking to procure bridge replacement services for the Romero Creek Bridge project located in the Gila National Forest in western-central New Mexico. This project involves replacing an existing 30.4-foot single-span bridge on Forest Route 220 due to extensive deck delamination covering approximately 60% of the structure, with the current bridge inspection rating indicating poor to serious condition. The scope includes complete bridge replacement with a similar structure, installation of bridge rail and guardrail systems, and paving approaches 100 feet on each side to prevent debris accumulation and stream sedimentation. Major work components encompass removal of existing structures, embankment construction, roadway aggregate installation, asphalt paving, installation of a 14-foot by 48-foot prefabricated steel bridge, structural concrete work, and guardrail installation. This pre-solicitation notice was posted on July 28, 2025, with a response deadline of August 12, 2025, though full solicitation advertisement is anticipated for Summer 2025.

This opportunity is designated as a Total Small Business Set-Aside under NAICS code 237310 for Highway, Street, and Bridge Construction. The estimated contract value ranges between $700,000 and $2,000,000, reflecting the comprehensive nature of the bridge replacement project. Key project quantities include 250 cubic yards of embankment construction, 250 tons of roadway aggregate, 100 tons of asphalt pavement, 50 cubic yards of structural concrete, and 200 linear feet of guardrail installation. Construction is planned to commence in Fall 2025 with an estimated completion date of Fall 2026, though work restrictions apply from early March to early May due to weather conditions. The project holds strategic importance as NFSR 220 will serve as a main haul route for an upcoming forest restoration project that may involve thousands of timber loads, necessitating a robust bridge infrastructure to support heavy commercial traffic.

PROJECT NUMBER:  NM FS 220(1)

PROJECT NAME:  Romero Creek Bridge

PROJECT DESCRIPTION:   This project is located in the Gila National Forest in western-central New Mexico. The terrain is rolling and mountainous with elevations ranging up to 8300 ft.

The Romero Creek Bridge deck has large areas (approximately 60%) of delamination that are deep (2” to 10”).  The most recent bridge inspection results indicate the structural evaluation of the bridge to be in poor to serious condition.  Proposal would replace this bridge with a similar structure, add bridge rail/guardrail and pave the approaches 100' on each side of the bridge to keep rocks/debris/soil off the deck and to prevent sediment from entering the stream.  NFSR 220 will be a main haul route for an upcoming restoration project within the next few years.  There is potential for thousands of loads of timber to come out on NFSR 220.

SCOPE OF THE WORK:   This project consists of replacing an existing bridge structure on Forest Route 220 (MP 7.325) over Romero Creek in Catron County, New Mexico.  The existing single-span bridge’s overall length is 30.4-ft and width (out-out) measures 16.0-ft.  The existing roadway width is 14.0-ft.

It is anticipated this project will be advertised in Summer 2025 and be under construction in the Fall of 2025.  The project has an estimated completion date of Fall 2026.

Due to weather, no onsite work is to occur from early March to early May.

ESTIMATED COST RANGE: The anticipated cost range is between $700,000 and $2,000,000.
